Organization Description: The South Carolina Initiative (SCI), within the Family Planning Capacity Building Program (FPCBP), a program of Public Health Solutions (PHS), is seeking skilled and experienced trainers to deliver in-person and distance-based (webinar) trainings to Federally Qualified Health Center (FQHC) staff at various sites throughout South Carolina. With grant funding from a private foundation, SCI is working with eight FQHCs in central and eastern South Carolina to reduce unintended pregnancies through improving comprehensive contraceptive care services capacity and delivery. The program emphasizes key best practices for providing contraceptive care services based on the new recommendations of the CDC and the U.S. Office of Population Affairs that, once implemented and integrated into the practice, will create an environment in which women are identified and able to easily learn about, access, and continue to confidentially use the most safe and effective strategies for preventing unintended pregnancy. Within the first year of this initiative, PHS is committed to offer multiple trainings, both in-person and via webinar, to a variety of staff. These trainings will occur between October 2017 and February 2018.

How to Apply: Submission Requirements Proposals will be evaluated based on the following submission requirements: 1. Cover Letter and Resume(s): Submit a cover letter demonstrating the proposer’s experience as described above in Consultant Requirements and attach resume(s). 2. Proposal Narrative: Submit a proposal of no more than 2 pages (per deliverable) describing the proposed approach to training/deliverable, evidence of subject matter expertise, and proficiency with adult learning strategies. 3. Work Examples: Describe at least two (2) relevant trainings developed and delivered. Attach any relevant summaries, evaluations, and training materials. For each example provided, include at least one reference for a former or current client who can attest to the work performed. Provide the name, address, phone number and e-mail address of each reference as well as a clear indication of their relationship to the training. 4. Cost: Please provide a list of deliverables along with a timeline and associated costs per deliverable. 5. Audition: Upon review of proposals, PHS may request that proposers deliver a short sample of a training either in person or via video-conference in order to demonstrate training skills and subject matter expertise

Work Location Consultants will work mostly off-site but are expected to be available for meetings by telephone or in-person in New York City, if needed. Applicants should include anticipated travel costs in their submissions. We anticipate that this will be an interactive and collaborative process between the selected consultant(s) and Public Health Solutions staff.

Submissions must be received no later than Friday, October 13th, 2017. Submissions received after this deadline may not be considered. Submissions will be considered as soon as they are received. Public Health Solutions may enter into discussions with proposers to enhance its understanding of the proposers’ capabilities as they relate to the requirements of this RFC and to determine the most cost-effective proposal. Although discussions may be conducted with proposers regarding their proposals, Public Health Solutions may award the contract on the basis of initial proposals received. Therefore, the proposer’s initial proposal should contain its best technical and price terms.
