Position Description: This position is with the Ryan White HIV Part A Program at Metropolitan Public Health Department of Nashville/Davidson County. The Ryan White Program provides funds that support the delivery of HIV medical and other support services to persons with HIV disease in Davidson and the twelve surrounding counties. The primary focus of the position is to take a leadership role in developing and sustaining relationships with contracted HIV and other community service providers, monitor contracted providers to assure compliance with contract requirements and provide technical assistance and support to contracted providers.

This position requires the ability to demonstrate advanced leadership skills in effectively managing projects and work assignments. Candidates for this position should be organized, able to multitask and prioritize and be confident and able to self- learn and self-direct on tasks. Ability to effectively, clearly and independently document and summarize information is a critical skill for this position. Interested candidates should demonstrate systems thinking to solve problems and have strong oral and written communication skills.

Learn and keep current of federal grant program requirements, local contract requirements, program procedures and social service delivery practices, and provide training/technical assistance to contracted providers to enhance compliance with requirements. Maintain regular contact with assigned provider organizations in order to understand their operations and promote collaborative relationships and activities between providers. Maintain and oversee provider monitoring procedures, monitor assigned providers for compliance with contract and service standards and resolve any provider issues or concerns. Utilize data to inform work related decisions and assess provider and service status in achieving defined client outcomes. Provide support to fiscal staff in the areas of request for proposals, budget development and contracts and invoicing. Identify areas of opportunity and best practices and recommend solutions for the enhancement of the service delivery system. Ensure maintenance and distribution of effective provider updates, communications and maintain the Part A provider manual.

Qualifications: Bachelor's degree from an accredited college or university in social sciences, health education, public health, public administration, nursing or other appropriate field and at least 2 years of professional experience in social/human services. Must be eligible to work in the U.S.

Valid class "D" driver's license, use of personal vehicle, and maintenance of valid personal vehicle insurance as required by Tennessee Law.

Preferred: A minimum of 1 year of experience in the field of HIV/AIDS. A minimum of 1 year of experience in program monitoring. A minimum of 1 year experience in developing and managing a request for proposal process. A minimum of 1 year experience in facilitating groups charged with problem resolution.

Organization Description: The position is located in the Metropolitan Public Health Department of Nashville/Davidson County (MPHD) in Nashville ( Department.aspx). The Ryan White team at the MPHD is comprised of six staff members. The team’s work is data-driven. The entire team works very closely with external partners such as the TN Department of Health, the Ryan White Part A Planning Council, funded contract providers, the Memphis Ryan White Part A Program and local academic institutions.
