Position Description: The Tennessee Department of Health’s Division of Family Health and Wellness is hiring a Public Health Program Director 2 Executive Service. This position will oversee the implementation of the Health Promotion School Health strategies and activities related to the prevention of obesity, diabetes and heart disease as well as ensuring that all requirements of grant funding are met. This position is in the Public Health Program Director 2 job class and is an executive service position. Responsibilities include professional public health program development and administrative work, such as:

• Provide central office program management and major technical consultation to field services staff and other sub-recipients for the statewide Chronic Disease Prevention and School Health program. Technical assistance to sub-recipients includes the development and implementation of work plans, site monitoring and evaluation activities in order to assure grant strategies and activities are meeting identified performance and outcome measures.

• Maintain knowledge of the latest research and evidence-based practice on the prevention and/or control of chronic diseases to share with community partners, contractors, and local health department staff through multiple avenues, including local, regional and statewide meetings, conference calls, training opportunities and written material development.

• Oversee the performance of day to day administrative tasks such as: maintaining program files documenting grant activities; preparing budgets by analyzing program costs/expenditures; ensuring that all departmental and CDC policies and procedures are followed; and coordination of the writing and submission of all CDC reporting requirements. The incumbent will supervise central office professional staff and other technical and administrative staff who participate in implementing specific program components.

• Collaborate with the staff epidemiologist and other team members to plan and implement program evaluation activities ensuring performance measure outcomes are being met.

Qualifications: Applicants must meet the following criteria:

• Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to substantial (five or more years of) full- time increasingly responsible professional health program work including, at least, two years of full-time supervisory work. A degree in Public Health, Health Education, Health Sciences, Community Health or related degree fields is highly desired.

• Substitution of Education for Experience: Additional graduate coursework in a business or a health related field may be substituted, on a year-for-year basis, for one year of the required nonsupervisory experience.

• Substitution of Experience for Education: Additional qualifying professional experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years.

Preferred qualifications: • Experience working with school health, chronic disease prevention and health promotion programs. • Experience with grant writing and preparation including budget management. • Experience with group facilitation and working with external agencies. • Experience with researching the evidence- based literature, identifying evidence- based practices, and applying your findings to practice.

This position will be part of the Chronic Disease Prevention and Health Promotion section under the Family Health and Wellness (FHW) Division. The FHW Division oversees the Department’s initiatives related to Chronic Disease Prevention and Health Promotion, Early Childhood, Maternal and Newborn Health, Injury Prevention and Detection, Supplemental Nutrition, and Children with Special Health Care Needs.
