Position Description: The Philadelphia Department of Public Health (PDPH), Division of Disease Control (DDC), works to prevent, control, and report on diseases and conditions that are contagious and/or affect the public’s health. DDC helps prepare for public health emergencies and educate the community on how to stay safe and healthy. Due to the complex and sensitive nature of public health initiatives, maintaining secure and functioning electronic data systems to support critical public health work is needed.

The System Analyst will support several key public health activities, including maintaining website security for Division of Disease Control (DDC) systems to protect health data and developing disaster recovery plans for DDC systems. This position will use the latest technology to upgrade and maintain systems and software. The role will coordinate with both PDPH Information Technology and the City of Philadelphia Office of Information Technology. This is a rare opportunity to gain valuable work experience in a major urban health department. This position is full-time, Monday through Friday, for a one-year period and may be renewed if funding is sustained. On occasion, the successful candidate will also be expected to work after hours to support emergency response needs.

SPECIFIC DUTIES • Support Philadelphia Department of Public Health Information Technology infrastructure • Support Division of Disease Control systems by: o Testing and documenting software o Troubleshooting hardware and software issues o Performing system upgrades, security, and maintenance o Managing and monitoring security to ensure web facing servers are protected from web-based attacks, viruses, and malicious software o Installing, configuring, and maintaining software on Windows 2008, 2012, and 2016 servers • Act as a Liaison between the Philadelphia Department of Public Health and the City of Philadelphia Office of Information Technology on application management, technology upgrades, and the utilization of advanced software • Support the interoperability of PDPH applications to promote more efficient and effective data and information sharing solutions across the Health Department’s programs and divisions • Develop Disaster Recovery Plans for the Division of Disease Control systems • Respond to applications issues on short notice and in emergency situations • Provide technology support to the Division of Disease Control to assist with and troubleshoot equipment issues, such as with scanners used for collecting information at vaccination clinics or with cable internet issues • Conduct research on new technology solutions • Assist with special projects at the discretion of management

Qualifications: A bachelor’s degree (master’s degree preferred) in Information System Engineering, Computer Science or computer related field from an accredited college or university with an interest in public health. Three to five years of work experience in a professional setting preferred. This position requires advanced knowledge of technology and applications, including portal and web services. Applicants should be equally comfortable working individually and within a team environment that emphasizes interdisciplinary collaboration. Applicants should have the ability to work on software and applications independently and have the following skills: • Basic programming • Portal and web services • Experience with CMS system such as Wordpress or DNN • Open data initiatives and APIs • Workflow and Document Management • Database design, development, and maintenance • System integration, design, and interfacing • Be familiar with various computer languages (such as C#,, Power Shell Scripting XML, HTML/JavaScript/CSS, PHP) • Be familiar with the following applications: o Software-as-a-Service (SaaS) Development, Maintenance, and support o Microsoft SQL 2012 and Enterprise o MYSQL o MS Windows Server 2012 • Disaster recovery planning for information systems

Additional Information: This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a computer screen 50 to 75 percent of the time. The position may require some travel and occasional participation in off-site functions.
