Position Description: Serves as the Assistant Director for HIV Surveillance managing administrative, programmatic and personnel issues as needed. Oversees all supplemental surveillance program activities including Molecular HIV Surveillance (MHS), the Medical Monitoring Project (MMP) and National HIV Behavioral Surveillance (NHBS). Supports program planning, monitoring, and evaluation; oversees the Request for Bid Process (RFP), contracts, Memorandums of Agreement and Understanding (MOAs\MOUs), and resources; provides program management oversight to ensure that supplemental programs are administered per protocols; and supervises assigned staff. Evaluates the effectiveness of overall surveillance program operations to ensure integration and coordinated efforts; recommends changes to enhance operations; and implements approved program improvements. Manages Supplemental program grant applications and ensures compliance with grant-related reporting requirements. Monitors data collection and analysis activities, and ensures confidentiality guidelines are followed.

Qualifications: Minimum Qualifications:

Knowledge of HIV epidemiology, program evaluation and quality assurance (QA) techniques; applicable state and federal laws, regulations and policies; surveillance methodologies and reporting requirements; research design and sampling methods; procurement guidelines and processes (e.g., RFPs, MOAs\MOUs, sole source contracts, etc.) to award contracts; and grants management guidelines. Ability to manage programs; communicate effectively orally and in writing; supervise staff; prepare grant applications and manage grant activities; assess the quality of HIV data; develop goals and objectives; collect, analyze and interpret data; prepare reports; make presentations to a variety of audiences; conduct research; negotiate and manage contracts; develop and monitor program budgets; work effectively across division work units and use surveillance data for reporting. Strong computer (including Microsoft Office Professional), problem solving and interpersonal skills. College degree in public health, epidemiology, or related degree and/or comparable training and experience. Knowledge of state procurement and grants guidelines; Master of Public Health or related degree; experience working in a public health setting preferred. Travel and valid driver's license required.

Preferred Qualifications:

Knowledge of Centers for Disease Control and Prevention related HIV surveillance systems including Case Surveillance, the Medical Monitoring Project, National HIV Behavioral Surveillance and Molecular HIV Surveillance and experience with implementation and evaluation of these programs; knowledge and experience with survey development; ability to organize and manage multiple priorities, communicate effectively orally and in writing; ability to advise and train other epidemiology staff; leadership and management abilities at a key administrative unit level.
