Position Description: Position Purpose (briefly describe what the p position was created to accomplish): The incumbent will serve under the guidance of the Program Manager and/or unit Technical Lead within the Data Center. This is a professional level classification as a Program Evaluator within the Research Scientist classification series. The staff holding this position will be primarily responsible for supporting teams in the Health Promotions Division with planning and evaluation of policy, systems and environmental programming efforts. Specific job actions may include: researching evidence-based practices, establishing evaluation and data collection plans, developing logic models and surveys, collecting qualitative data with focus groups and interviews, analyzing both qualitative and quantitative data, and assisting with project management and quality improvement.

Evaluation & Quality Improvement: Design and e execute program and project evaluations: f facilitate/lead evaluation planning team m meetings; develop, and implement evaluation a and project management plans using Data C Center forms and procedures; develop i indicators to measure and monitor process a and outcomes for programmatic activities in t the agency and community; implement and m manage evaluation data collection among e evaluation project team; analyze program d data; develop progress reports to evaluation a and grant funders. Assessment & Analysis (Routine) - Assist w with rotations on the Data Center Help Desk t to complete data and other service requests a as needed, focusing on requests from Health P Promotions Division; develop surveys using u unit software and procedures for a administration; work with stakeholders to a administer/collect data and assures that t their needs are met; conduct descriptive and c comparative statistics of population and p programmatic data to detect incidence and p prevalence, disparities, and trends over t time; identify and conduct additional a analysis as warranted, such as various m modeling and regression techniques, learning a and using other methods as appropriate and u upon request. Project Management – Design, implement and m manage a variety of simple or complex Health P Promotion Division projects with limited s supervision, including: community health a assessments, and grant and program e evaluations, managing stakeholder i involvement, communication, and completion o of tasks among multiple team members. Consultation, Technical Assistance and Capacity Building - Serves in a consultative capacity, providing training and technical assistance, facilitation, and direct support for the application of multiple data-related methods for the ad advancement and continuous quality im improvement of programmatic and mu multidisciplinary collaborative efforts, wo working in partnership with staff in Health Pr Promotions.

Community Dimensions of Practice: Participate in agency, Health Promotions, and community workgroups and coalitions to provide evaluation and improvement expertise to help ensure data-driven and evidence-based practices; represent the Data Center and the agency on community coalitions and partnerships. Communication: Communicate findings of research and evaluation projects via written reports and presentations to the public; employ data visualization software to communicate performance data for Health Promotions programs and activities; develop briefs and evaluation reports meant for broad dissemination using established Data Center publication processes; provide editing and proof reading support, and scientific review for Health Promotions publications as requested.

Qualifications: RS2 requires a Master’s degree in Public He Health (MPH); Health Sciences; Health Policy an and/or Administration, Statistics, Ev Evaluation, Prevention Science or closely re related field. Coursework in research me methods or epidemiology and statistics or bi biostatics required.

Bachelor’s degree with demonstrated coursework in research methods and statistics, and four or more years of experience conducting epidemiologic, assessment or programmatic evaluation studies in public health or related field may be considered in lieu of Master’s deg degree. Minimum two year's work experience co conducting epidemiologic, assessment, or pr programmatic evaluation studies in public he health or related field required.

Entry level candidates (Research Scientist 1) may be considered as well.Master’s Degree in in Public Health (MPH); Health Sciences; He Health Policy and/or Administration, St Statistics, Evaluation, Prevention Science or or closely related field. Coursework in re research methods or epidemiology and st statistics or biostatics required.

Bachelor’s degree with demonstrated coursework in research methods and statistics, and two or more years of experience in statistics, assessment or evaluation may be considered in lieu of Master’s degree.
