Position Description: POSITION SUMMARY

Working under the general direction of the Lead Strategic Information Advisor for the global PHIA Project, the Strategic Information Advisor provides technical and managerial support to the data managers and analysts within the PHIA Analytics Team.

Grant funded.

MAJOR ACCOUNTABILITIES

Work with the Lead SI Advisor to develop, articulate and maintain an overall vision, support and capacity for the PHIA Analytics Team.

Support the Lead SI Advisor in overseeing the technical direction and prioritization of the PHIA analytics team portfolio.

Oversee and manage the PHIA data architecture and development, implementation and monitoring of all data collection systems.

Oversee systems and process improvement by enhancing knowledge management and workflow of the PHIA Analytics Team.

Keep abreast of new survey and surveillance methodologies through effective networking and participation in relevant for and work to adapt and update existing PHIA data systems.

Provide high-level supervision and technical guidance to Lead ICT manager and survey data managers.

Assist the Lead SI Advisor to effectively represent the PHIA Analytics team in internal and external meetings and conferences.

Oversee PHIA Analytics team management activities, as assigned, including staff meetings, conference calls, and other related tasks, in the absence of the Lead SI Advisor.

Assist with the recruitment and hiring of PHIA Analytics team members in New York and at country and regional levels.

Work closely with the Lead SI Advisor to manage staffing, coverage, and effort allocations and to conduct annual performance evaluations.

Lead, collaborate with, and/or assist New York and in-country staff on development and preparation of PHIA abstracts, posters, presentations, and manuscripts.

Periodically make visits to ICAP country offices for purposes of technical supervision and provision of technical assistance and support to ICAP teams.

Mentor MPH and PhD students working with ICAP.

Perform other related duties, as directed.

TRAVEL REQUIREMENTS

Requires approximately four (4) to six (6) international trips per year with each trip lasting five (5) to ten (10) days.

Requires one (1) to three (3) domestic trips per year to conferences and meetings with each trip lasting up to five (5) days.

Qualifications: EDUCATION

Bachelor’s degree or equivalent, plus 8 years of related discipline required.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATION

Master’s degree in Public health, Epidemiology, Biostatistics, or related discipline required. Doctorate degree with and emphasis in Public Health, Epidemiology, Biostatistics, or related discipline preferred. Knowledge and experience working in the field of HIV/AIDS. Experience with international development or public health programs. Experience working with U.S. government or other bilateral donors, especially CDC. Fluency in French, Portuguese, Russian or African dialect (preferred.)
