Position Description: This position will serve as the Lead Health Level Seven (HL7) Message Validator and will be responsible for reviewing and providing feedback on the structure and content of all incoming HL7 formatted electronic laboratory reporting (ELR) and electronic case reports (eCR) related to HIV and sexually transmitted infections (STI). Responsibilities of the position include:

• Performing routine data quality checks using manual and automated techniques to identify root causes of data issues for ELR and eCR HL7 messages received from onboarding facilities; • Documenting and maintaining all HIV/STI data quality findings, issues, and facility status; • Effectively communicate discrepancies/errors and proposes solutions to public health partners (PHP) and internal stakeholders; • Ensuring the data integrity and accuracy of HL7 messages meets national and state standards and Virginia's regulation for Disease Reporting and Control. • Uses structural and content validation tools to track data accuracy and completeness of electronic messages; • Participates on feedback calls with onboarding facilities to address issues and concerns; • Collaborates with the Public Health Informaticist to ensure HL7-formatted data received from facilities meets reporting and system requirements within the Division of Disease Prevention (DDP). • Serves as a backup for the management of LOINC and SNOMED codes in the Message Tracking System (MTS) to allow HIV/STI messages into DDP's test and production environments for validation; researches unknown LOINC and SNOMED codes; • Provides a copy of all paper lab reports received for validation to HIV/STI program staff and adheres to record retention policies and follows proper protocol on paper lab reports for validation; • Provides HL7-data training as needed

Qualifications: Minimum Qualifications Considerable knowledge of how to employ QA techniques on complex data. Plan and carry out acceptance testing and validation of electronic messages and apply data standards to messages. Ability to identify and analyze data trends, research and identify source of data anomalies; and prepare and provide clear and accurate feedback. Develop and maintain QA documentation. Maintain confidentiality and security of data at all times. Ability to work both independently and in a team environment and maintain a professional demeanor in all circumstances. Strong oral and written communication, problem solving and interpersonal skills. Bachelor's degree in public health, statistics, public health informatics, information technology, and/or equivalent experience and training.

Preferred Qualifications Knowledge of HL7 ELR messaging standards versions 2.3.1 and 2.5.1; Virginia disease reporting requirements; public health disease surveillance; and medical and/or laboratory terminology. Experience troubleshooting data issues using Microsoft Access, 7-edit, and writing SQL code. Basic understanding of HL7 eCR messaging.
