Position Description: Responsibilities: The Health Program Administrator provides oversight and technical assistance to BHACS contractors; completes assessment of provider performance; negotiates contracts; ensures compliance with program work plans, standards and goals; conducts site visits and program monitoring; reviews monthly/quarterly narrative reports and monthly data reports; provides technical assistance as needed; reviews and approves continued funding applications, budget modifications and vouchers; prepares narrative and statistical reports; participates in team meetings and work groups as requested; participates in competitive procurement reviews; contributes to AI, BHACS and community program planning and development; completes writing assignments as required; and completes other duties as assigned.

Qualifications: Minimum Qualifications: A Bachelor’s degree and three years of administrative experience involving personnel, fiscal and/or operations management in a public health, health regulatory or human services related program; Associate's degree and five years; OR seven years of such experience. At least one year of experience must have included supervision of staff and/or program management. A Master’s degree may substitute for one year of general experience. Preferred Qualifications: Bachelor’s Degree and one year contract management experience. Knowledge of issues related to the provision of services to persons with HIV/AIDS. Excellent professional interpersonal, writing and communications skills. Experience working with community based organizations, health service providers, monitoring and evaluating program activities, quality improvement activities in HIV/AIDS setting, and in NYSDOH AIDS Institute internal processes and procedures. Proficiency with Microsoft Office.

HRI does this through the provision of knowledge, expertise, funding guidance, and fiduciary oversight of sponsored program funding for public health and research programs in concert with community partnerships.
