Position Description: POSITION SUMMARY The Health Data Specialist is a member of AMCHP’s Epidemiology & Evaluation (E/E) Team. The incumbent will perform quantitative and qualitative data analyses; conduct health program assessments and evaluation, create data visualizations, and lead or moderate learning/training collaboratives. This position reports to the Associate Director- Epidemiology & Evaluation. The status of this position is full-time and exempt.

PRINCIPAL DUTIES 1. Performs activities/functions related to program evaluation, health outcome assessment, health problem analysis, data visualization, life course metrics, and quality improvement on projects/initiatives supported or lead by the E/E Team. 2. Provides technical assistance and staff support to AMCHP members, AMCHP staff, and external partners/organizations in relation to data, assessment, metrics, evaluation, and evidence-based practice. 3. Conducts statistical and data analyses using STATA, SAS, or R statistical software and MS Excel. 4. Performs analysis of AMCHP’s organizational data to generate the monthly operations dashboard. 5. Assists or solely produces issue briefs, fact sheets and other communications/publications on maternal and child health topics, particularly in relation to data, assessment, epidemiology, and evaluation. 6. Participates in the development and implementation of meetings, forums, learning collaboratives, and skills building/training events. 7. Leads workgroups, including engagement with subject matter experts and consultants to support AMCHP initiatives and represents AMCHP at meetings, workgroups, coalitions, and advisory groups. 8. Provides data and evaluation technical assistance to support AMCHP’s Best Practices Initiative. 9. Provides support and assistance to staff in designing evaluation plans and measurement support for the AMCHP Operations Plan. 10. Other duties as assigned.

Qualifications: JOB SPECIFICATIONS KNOWLEDGE, SKILLS AND ABILITIES: • Knowledge of issues and factors affecting preconception, maternal, infant, child, and adolescent/young adult health • Knowledge of public health theory, epidemiology, and evidence-based practice • Knowledge of quality improvement techniques is preferred • Demonstrated skills in statistical analysis, research methods, and data management • Experience with statistical software applications (e.g., such as SAS, Stata, or R) • Proficiency in Microsoft Office (i.e., Word, Excel, Power Point) • Excellent verbal/written communication skills • Strong organizational skills with attention to detail • The following experience is preferred: o Experience with data visualization tools o Experience conducting program/health outcome assessments and evaluation o Experience with group facilitation and conducting professional presentations • Ability to work independently and within a team environment is essential • Ability to manage tasks for concurrent or overlapping projects

EDUCATION: Master’s Degree in Epidemiology, Public/Population Health, Sociology/Psychology, Human Services or a related discipline. Bachelor’s degree with five years of directly related experience can be substituted for master’s degree.

Organization Description: The Association of Maternal & Child Health Programs is a national resource, partner and advocate for state public health leaders and others working to improve the health of women, children, youth and families, including those with special health care needs. AMCHP's members come from the highest levels of state government and include directors of maternal and child health programs, directors of programs for children with special health care needs, and other public health leaders who work with and support state maternal and child health programs. Our members directly serve all women and children nationwide, and strive to improve the health of all women, infants, children and adolescents, including those with special health care needs, by administering critical public health education and screening services, and coordinating preventive, primary and specialty care. Our membership also includes academic, advocacy and community based family health professionals, as well as families themselves.
