Ripple Effect is seeking a full-time, Senior Program Evaluator with extensive experience developing, executing, and analyzing program evaluation efforts for biomedical research and grant programs, under the direction of our Director of Research and Evaluation for a variety of evaluation projects at CMS and NIH. We are seeking an experienced project manager who is comfortable interacting with senior policymakers on a daily basis. The successful candidate will be a self-starter who gets the job done, supervise junior researchers, operate effectively with little oversight, and will have a flexible approach to challenges in a fast-paced, creative environment.
Project tasks may include:
Design and implement large-scale program evaluation and social research studies for government clients Lead a team to accomplish client process or outcome evaluation objectives Make recommendations on appropriate quantitative methodology to address scientific questions and create quantitative analysis plans Design and program web-based surveys Lead statistical analysis efforts including analysis of survey data, bibliometrics, and administrative data sources Maintain knowledge of developments in evaluation and statistics Train project staff and partners on evaluation methods and concepts (including meeting facilitation) Produce scientific and technical reports of study findings that include statistical, narrative, and graphical components Prepare highly graphical and interactive PowerPoint briefings on evaluation results Provide writing and technical support for Federal proposal writing Brief senior program leaders on evaluation approaches and outcomes of studies Assist with qualitative data collection and analysis methods, particularly interview and focus group data REQUIREMENTS
Advanced degree (Master’s degree or Ph.D.) At least 7 years of work experience in program evaluation or related social research Public health, science, and/or science management experience or experience in identifying and assessing issues to enhance the effectiveness of biomedical health research programs Hands-on experience independently leading the collection, management, and analysis of quantitative data Expert knowledge and experience in quantitative analysis methods Experience with quantitative analysis of bibliometrics Proven experience in survey design, development, and evaluation Extensive experience with statistical software such as STATA or SAS Track record of published research/evaluation reports Proven ability to adhere to tight deadlines Ability to communicate results simply and effectively Ability to coordinate multiple concurrent projects Proven skills in working independently and as part of a team, including leading teams to accomplish tasks Must be able to change priorities quickly and refocus effectively and efficiently Excellent organizational and time management skills Exceptional written, oral, interpersonal, and presentation skills, with the ability to effectively interface with external clients, senior management, and staff Advanced skills in Word, PowerPoint, Outlook, Excel, and Access
Prior NIH experience strongly preferred Experience preparing OMB and IRB clearance packages Federal government program evaluation experience Experience with co-author network analyses
