Position Description: The position serves as the Tennessee Department of Health’s HIV/AIDS Director. The Director will provide advanced management and leadership activities related to the surveillance, prevention, testing, and treatment of HIV, with the aim of reducing the public health impact and consequences of HIV and AIDS.

Job responsibilities include: • Oversee the planning processes for the Ryan White Part B, HIV Prevention, HIV Surveillance and HOPWA Programs, including state services, prevention and strategic planning and goal establishment, grant development and funding resources, quality management, and development of community based services and new initiatives; • Provide guidance and direct the operations of the HIV Programs which include statewide programs for HIV clinical and social services, the provision of medications for the treatment of HIV, statewide programs for Housing Opportunities for Persons with AIDS (HOPWA) and HIV Surveillance. • Oversee the development of and management of grant budgets; • Oversee the collection of program data and its analyses in determining program design, delivery and effectiveness; • Direct the program role in contractor procurement processes and oversee the planning, development, implementation, coordination, monitoring and evaluation of contract performance as related to state and federally funded programs; • Develop and manage the program budgets, review and manage program expenditure information, and review and manage contract expenditure information in coordination with departmental fiscal and budget staff; • Ensure collaboration with other programs within the Division to promote achievement of shared activities, goals and objectives; • Participate in the development of Division policies and procedures; • Participate in Medicaid and other healthcare reform initiatives and plans for implementation of relevant state and federal policies; • Act as a liaison with other departmental offices, external organizations and agencies at the local, state and national level; • Oversee assignments related to state legislation, including development of bill analyses, fiscal notes, and legislative inquiries, and analyze the impact of federal legislation and regulations on the agency; • Supervise and lead assigned staff, including interviewing and selection, training and mentoring, clarifying expectations, developing performance standards, conducting performance evaluations, providing counseling and guidance, and providing staff development opportunities.

This is an executive service position requiring some travel, a valid driver's license, and the availability to respond to emergencies.

Qualifications: Desired Qualifications: • Advanced social science degree such as MSSW, MPH, or MPA; • Eligibility to work in the U.S.; • Knowledge of current strategies to provide healthcare, social services, and prevention services to people with HIV; • Skilled in program management, data analysis, and supervision of staff; • Ability to manage complex programs, multi- million dollar budgets, and contract and procurement activities; • Ability to prepare programmatic plans, supervise and train staff, negotiate and achieve consensus on controversial issues, work effectively with diverse groups (e.g. governmental agencies and officials, professional organizations, and the public), serve as spokesperson and make presentations, and use professional judgment and discretion to make sound managerial decisions; and • Strong oral and written communication, team building, program management and evaluation, decision making, leadership and computer skills.
