Position Description: The Public Health Program Director 2 (PHPD 2) will function as the program coordinator for the CDC-funded National HIV Behavioral Surveillance (NHBS) – Memphis program. Duties will include managing the daily activities related to the NHBS project in the Memphis (Tri-State) MSA, to include survey collection among heterosexuals, men who have sex with men (MSM), and persons who inject drugs (PWID), HIV/viral hepatitis/sexually transmitted infection testing, logistical activities, incentive management and dispersal, fulfilling reporting requirements, and management of staff. This position is based in Memphis and situated within the Tennessee Department of Health HIV/STD/Viral Hepatitis Program, in the Communicable and Environmental Diseases and Emergency Preparedness (CEDEP) Division, reporting to the HIV Epidemiology and Surveillance Director.

Candidates for this position should be detail-oriented, organized, able to multitask and prioritize, confident in managing projects, and able to self-direct on tasks. Strong oral and written communication skills, a positive attitude, and the desire to collaborate with others are important. Experience managing research projects, public health programs, or public health surveillance for communicable diseases is preferred. Additionally, interested candidates should demonstrate critical and systems thinking to solve problems and innovate. This position may require some in-state and out of state travel.

Job responsibilities include: • Oversight and coordination of all programmatic data collection and reporting of the NHBS project to the Department of Health's HIV/STD Program and CDC by established deadlines • Review all report/data submissions from contractors/subcontractors for accuracy, resubmissions (if needed) and compilation into required formats for submission • Establish and maintain clear roles and responsibilities, develop timelines, and provide technical assistance to contractors/subcontractors as needed on program administration, reporting, formative assessment, and other activities as applicable • Conduct training with internal program and contract/subcontractor staff on NHBS operations, including but not limited to, federal and state reporting requirements, use of the NHBS data collection system, quality management activities, and internal program monitoring processes • Meet with assigned staff regularly to ensure completion of assigned duties (interviews/testing/ethnographic activities) by deadlines and assist staff with balancing time and duties to ensure maximum efficiency and performance • Develop Individual Performance Plans to include characteristics of valued performance for each major job responsibility and ensure each is observable behaviors and outcomes which the employee can realistically perform • Communicate regularly with Central Office staff to provide updates on progress, challenges, and other issues as needed • Represent the HIV/STD program locally, regional, and nationally on topics related to NHBS • Assist with the planning and execution of activities related to dissemination of data locally, regionally, and nationally at NHBS meetings • Serve as a liaison between the Tennessee Department of Health’s HIV/STD program and other community partners to ensure collaboration on all applicable projects

Qualifications: Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to substantial (five or more years of) full- time increasingly responsible professional health program work including, at least, two years of full-time supervisory work or statewide program oversight. Substitution of Education for Experience: Additional graduate coursework in a business or health related field may be substituted, on a year-for-year basis, for one year of the required nonsupervisory experience. Substitution of Experience for Education: Additional qualifying professional experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years.

Desired qualifications: • Strong experience in independent program management and evaluation • Master’s degree in public health or related field • Experience preparing programmatic and work plans, creating and delivering presentations, and using professional judgment and discretion to make sound managerial decisions • Strong oral and written communication skills, team building, decision making, leadership and computer skills • Experience working effectively with diverse groups (e.g. governmental agencies and officials, professional organizations, and the public) • Ability to uphold data integrity and confidentiality standards set by CDC and TDH • Familiarity with HIV programs

Degrees must be from an accredited college or university. A transcript evaluation is required for degrees earned outside of the United States.
