Position Description: Under the general supervision of the Manager of the Program Evaluation Group, the Epidemiologist III conducts advanced (senior-level) analyses of epidemiologic and program evaluation data associated with HIV care patterns and medical/psychosocial support services. Serves as a team lead for data and analysis team. Develops recommendations to group manager on budget, grants, contracts, staffing needs and data-related policies and procedures. Proposes and initiates epidemiologic and program evaluation studies, including design, implementation, analysis and dissemination. Primarily responsible for initiating, conducting and directing advanced analysis and reporting on HIV care program data, including examining performance on quality indicators and trends in service utilization and expenditures. Position directs and works with staff to create estimates of unmet need for HIV-related medical care from various data analysis files. Conducts data analysis for formula allocation of federal and state resources for care services across the state. Plans, directs and conducts collection and analysis of care services allocations information. Contributes to HIV/STD epidemiologic profiles and DSHS reports for lay and professional audiences. Provides expertise on the HIV care services grant process, including epidemiologic profiling, evaluation, formulating and measuring objectives, data analysis design, and support of community members involved with HIV services planning. Responds to requests for assistance and data from staff at local Administrative Agencies who plan for and oversee the disbursal of HIV funds. Presents findings to both internal and external stakeholders. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement.

Qualifications: Knowledge of the principles and methods of epidemiology and related biostatistics.

Knowledge of data analysis methods, research design, statistics, and data collection, especially as it relates to program evaluation.

Excellent communication skills necessary to produce effective oral and written reports related to HIV/AIDS/STD epidemiology.

Skilled at writing reports on academic or scientific topics aimed at the general public.

Experienced at performing basic and advanced statistical analyses.

Skilled at using SAS, Excel, Access, word processing packages and graphics packages.

Ability to learn ARIES.

Ability to design and produce written, tabular, and graphic reports for public release and for internal statistical updates needed by agency staff and contractors.

Ability to work effectively with diverse agency personnel as well as outside data sources and the public.

Ability to interpret epidemiologic information on HIV/AIDS/STDs and program information from ARIES and provide consultation and leadership to a wide variety of sources seeking information and direction.

Ability to initiate, plan, conduct, and analyze studies related to HIV/AIDS/STD epidemiology and program evaluation.

Ability to lead data and analysis team.
