Position Description: Class Description

The Office of Public Health Preparedness and Response (OPHPR) conducts ongoing public health emergency planning work that necessitates coordination with multiple stakeholders and maintaining updated written plans. The Public Health Emergency Planner would be responsible for working with OPHPR personnel, health department staff, healthcare infrastructure, community representatives and other stakeholders to carry out Baltimore City Health Department (BCHD) emergency planning initiatives. Some of the duties assigned to this position include:

*Develop, revise and review specialized plans to accomplish emergency preparedness objectives of Baltimore City Health Department (BCHD) and as requested by Maryland Department of Health (MDH) and Centers for Disease Control and Prevention (CDC).

*Coordinate planning meetings with City agencies as needed to develop public health emergency plans.

*Act as liaison, technical assistant and advocate in matters concerning public health emergency preparedness plans.

*Organize and develop resource toolkits for health department personnel to orient them to OPHPR planning initiatives and their roles in response.

*Support training efforts related to planning initiatives and track BCHD staff training completion. *Inform development of exercises and drills with planning components. *Carrying out improvements to emergency plans based on improvement objectives from After Action Reports (AARs). *Respond to emergency events and fulfill a role within chain of command in the Health Department's Incident Command System (ICS) team. *Assist with coordination of the BCHD Duty Officer program to ensure timely after-hours communication. *Participate in community outreach and emergency preparedness training as requested. *Carry out other duties as assigned.

Qualifications: Required Knowledge, Skills and Abilities:

*Demonstrated ability to work independently to complete tasks. *Demonstrated ability to coordinate with a team for joint projects. *Demonstrated experience with managing multiple ongoing projects while successfully completing work assignments. *Excellent written and oral communication skills. *Knowledge of public health and emergency planning principles. *Skills with Microsoft Office products (including Word, Excel, and PowerPoint). Minimum Education and Experience Requirements

Education: A Master's degree in public health, emergency management, emergency services, health administration, public administration or closely related field preferred. Equivalencies: A bachelor's degree with three years of equivalent related experience will also be considered.

Licenses, Registrations and Certificates: Employee must possess a valid driver's license and be able to provide own transportation to off-site meetings, training sessions and for response.
