Position Description: The position serves as the Director of the HIV Prevention Program for the Tennessee Department of Health (TDH). The Director of HIV Prevention will oversee a department- wide program and services related to HIV prevention, testing, and linkage to care and treatment, with the aim of reducing the public health burden and consequences of HIV in Tennessee.

Job responsibilities include: • Develop and manage statewide HIV prevention strategies, including: o HIV counseling, testing, and partner services, o HIV pre-exposure prophylaxis (PrEP) activities, including community and provider education, and navigation to services, o Syringe services programs, and o Community planning. • Manage all operational, technical, administrative, contract and grants management, reporting, and programmatic activities associated with the Centers for Disease Control and HIV Prevention and PrEP grants; • Evaluate operational and service effectiveness and prioritize actions across assigned program and operational areas throughout Tennessee; • Provide standards, training, technical assistance, and oversight for HIV case identification, case follow-up, and data management and reporting; • Oversee resource acquisition and utilization and recommends approval of new or changes to existing programs and services; • Integrate system activities with other agency and service providers to promote continuity and efficiency; • Prepare grant applications, budgets, and programmatic plans; • Supervise, train, and manage staff; • Review legislative and regulatory changes and implements necessary changes; and • Serve as the TDH’s HIV Prevention program spokesperson, liaison and technical resource.

This is an executive service position requiring some travel, valid driver's license and the availability to respond to emergencies.

Qualifications: Desired Qualifications: • Advanced degree in public health or related field and/or equivalent experience and training; degrees must be from an accredited college or university. A transcript evaluation is required for degrees earned outside of the United States. • Ability to manage complex programs, multi- million dollar budgets, and contract and procurement activities; • Ability to prepare programmatic plans, supervise and train staff, negotiate and achieve consensus on controversial issues, work effectively with diverse groups (e.g. governmental agencies and officials, professional organizations, and the public), serve as spokesperson and make presentations, and use professional judgment and discretion to make sound managerial decisions; • Knowledge of HIV and other STDs; • Experience with health data management systems and/or willingness to learn new systems; • Experience managing and providing supervision and mentoring/professional development to staff and interns; and • Strong oral and written communication, team building, program management and evaluation, decision making, leadership and computer skills.
