This position is responsible for establishing, implementing, maintaining and amending standard medical procedures and policies for El Paso County Public Health (EPCPH). The Medical Officer ensures that all health programs, practices and services comply with statutory requirements, medical standards of professional practice and ethics and quality and accreditation standards. Works collaboratively with the management team to direct the planning, development and implementation of a delivery system that provides cost effective population-based health and disease p prevention services through development, i implementation and monitoring of strategic a and quality assurance plans. Works with p public health professionals to promote p practices to prevent disease and disability a and to improve the health of individuals and t the community. • Advises the Public Health Director o on medical issues and medical decisions a affecting public health. • At the direction of the Public H Health Director, advises federal, state and l local policymakers, other officials, o organizations and agencies concerning public h health matters. Collaborates and works with l local, state and national organizations, c community agencies and community leaders. • Advises the Board of Health (BOH) on m medical policies and interacts with the BOH, m medical community, elected officials and m medical staff to develop and approve p policies for the department as directed. • Assists with medical services in d department clinics as needed; serves as the m medical consultant for clinical services and h health promotion and provides final approval f for all protocols. • Provides staff consultation r regarding public health services, including c communicable diseases surveillance, p prevention and control and human health h hazard control, such as public health e emergencies, human health hazards, disease o outbreaks, epidemics, pandemics and threats t to the health of the public through current a and emerging communicable diseases or human h health hazards. • Participates in Board of Health m meetings and Child Fatality Review Team m meetings. • Develops, reviews and approves E EPCPH's clinical standing orders on a r regular basis. • Writes prescriptions for prophylaxis o or other medications as necessary and per a agency procedures to prevent the spread of c communicable diseases. • Provides recommendations and orders t tests for clients needing disease control s services, such as specimen collection or l laboratory testing. • As needed, works with Office of C Communication to develop public health i information. Meets the public health i information needs of the community to i include message development and media r response. • Serves as a medical public health e educator, including delivering presentations t to community groups regarding health, health i issues and programs as needed. • Remains knowledgeable of public health-related federal regulations, state s statutes, Colorado Department of Public H Health and Environment (CDPHE) policies and p procedures and El Paso County Board of H Health rules and resolutions. • Maintains confidentiality; follows i internal confidentiality policies and a adheres to local public health agency Health I Insurance Portability and Accountability Act ( (HIPAA) and state communicable disease r requirements • Authorizes EPCPH to use Colorado m medical license number and DEA registration t to order pharmaceuticals, including v vaccines, in accordance with relevant laws a and regulations and EPCPH policies and p procedures. Authorizes EPCPH to use National P Provider Identifier (NPI) and Medicaid p provider number on EPCPH Medicaid claims. A Adheres to all relevant Medicaid rules and r regulations. • Takes personal responsibility to p provide exceptional customer service in o order to promote and maintain a positive P Public Health image, constructive working e environment, and foster pride and p professionalism in the workplace and c community. • Performs other duties as directed.

Qualifications: MINIMUM QUALIFICATIONS: • M.D. or D.O. licensed to practice in t the state of Colorado required. Graduate d degree in a recognized field of public h health or related field preferred. • Board certification required. • Demonstrated knowledge of medical d diagnostic, treatment and management p practices. • Demonstrated knowledge of the r regulations, laws and standards that relate t to medical practice. • Demonstrated ability to develop and i implement policies and procedures related to m medical practice and clinical services. • Knowledge of Public Health practices a and principles. • Knowledge of medical science and its a application to public health administration a and clinical acumen and judgment. • Must possess the ability to interact positively with client populations, elected officials, managers, employees, health care and human services practitioners and community representatives from widely diverse cultural and socio-economic b backgrounds. Excellent interpersonal, verbal a and written communication skills, including t the ability to deliver presentations and r relay critical public health information to a a variety of audiences, including media. • Experience with conflict management. • Skill in training and presentation. • Must have a professional attitude to c cultivate relationships both within and o outside the organization. • Ability to prioritize and organize m multiple tasks and complete projects in a t timely manner. LICENSES/CERTIFICATES: • Must be a currently licensed M.D. or D D.O. able to practice medicine in Colorado w without conditions, restrictions or letters o of admonition from any Medical Board. • Must maintain current Colorado m medical license and unrestricted United S States Drug Enforcement Administration (DEA) r registration. Authorizes EPCPH to use C Colorado medical license number and DEA r registration to order pharmaceuticals, i including vaccines. • Maintains or retains emergency p preparedness training, as outlined by the f federal National Incident Management System ( (NIMS). • Must maintain current (i.e. active) M Medicaid provider number and National P Provider Identifier (NPI). Authorizes EPCPH t to use NPI and Medicaid provider number on E EPCPH Medicaid claims. • Must possess and maintain a valid C Colorado driver's license. • Must have privileges at a local hosp hospital.
