Position Description: SCOPE OF WORK: This position is responsible for for implementing program objectives, coor coordinating and evaluating operational staf staff, and approving policy and procedural chan changes within the Bureau of Public Health Prot Protection. Manages and directs program and poli policy development for all services, and coor coordinates interdepartmental initiatives that that impact populations and programs served by t by the Division. ACCOUNTABILITIES:

• Oversees and recommends policies and pr programs that will improve the many facets of of environmental public health of the po population including regulation, inspection, ed education and enforcement components of he health. • Coordinates interdepartmental initiatives that impact populations serviced by the Division to achieve improved health status using science and evidence-based en environmental public health approaches. • Administers the Bureau by developing or organizational goals and objectives aligned wi with the mission of DPHS and DHHS • Applies, coordinates, manages, and mo monitors numerous federal grants from the CD CDC, EPA, FDA and other funding sources to pr promote environmental public health pr prevention and intervention systems st statewide. • Oversees development of public info information campaigns and ensures engagement of c of community members in health improvement init initiatives. Actively participate on the DPHS in incident management team, including re receiving recommended training. • Oversees program implementation, administering the daily operations of the Bureau. Supervises programs with respect to planning and evaluation, performance management for quality assurance and improvement, and develops systems to assure compliance with regulations and quality of services provided. Manages a variety of interdisciplinary, cross-Bureau en environmental public health programs in including, but not limited to asthma ma management, lead poisoning prevention, ra radiological health and emergency response an and food safety.

• Supervises a variety of professional em employees in specialized programs engaged in en environmental public health programs. Hire, tr train and develop staff in accordance with gr grant and Department requirements, community ne needs and fiscal requirements. • Analyzes and integrates quantitative and and qualitative data to determine the burden tha that environmental health related disease, inj injury and illness place on populations cov covered by the State. Design programs and pol policies and evaluates the effects of int interventions. • Oversees the management of grants an and contracts, performance management and fi financial operations of the Bureau budgets.

• Acts on behalf of the Director of th the DPHS, when working with both internal an and external groups, including, but not li limited to other Bureaus within DPHS and DH DHHS, federal agencies, contracted agencies an and community partners.

• Testifies before legislative co committees and presents information to the me media and other contracted agencies.

• Performs all other non-clinical, ad administrative duties as delegated by the Di Director of the DPHS.

Qualifications: Education: Master’s degree from a recognized co college or university with major study in pu public health, health, or business ad administration, health education, nursing, co communications, or a related field.

Experience: Eight years’ experience in a pub public health agency, five years of which mus must have been in a management level pos position involving administrative or sup supervisory duties concerned with program adm administration, program planning and eva evaluation, business management or related man management experience.

OR Education: Bachelor’s degree from a re recognized college or university with major st study in public health, health, or business ad administration, health education, nursing, co communications, or a related field.

Experience: Nine years’ experience in a p public health agency, five years of which m must have been in a management level p position involving administrative or s supervisory duties concerned with program a administration, program planning and e evaluation, business management or related m management experience.

Organization Description: The Division of Public Health Services is a Division of the NH Department of Health and Human Services. The Division has approximately 250 staff, 6 Bureau's: Population and Community Services; Infectious Disease Control; PH Laboratories; Statistics/Informatics; Systems, Policy, Performance and PH Protection (Asthma, Climate Change, Food Protection, Health Officer Liaison, Healthy Homes and Lead Poisoning Prevention, Radiological Health
