Position Description: Richmond City Health District is looking for a Population Health Epidemiologist. This position will provide epidemiological support and be primarily responsible for developing and implementing community health assessments (CHA) for Bon Secours Health System and for RCHD under the guidance and oversight of his/her supervisor and the healthcare system’s CHA advisory board, ensuring that data collected, data analysis, and subsequent interpretation used to inform the CHA are representative and accurate. This individual will coordinate and supervise assessment activities and prepare reports to document findings of CHAs and ensuing recommendations. The population health epidemiologist will also be responsible for preparing the subsequent community health improvement plan (CHIP) and evaluating progress on implementation by the health system and RCHD. This will involve working collaboratively to identify priority issues; facilitating the process of developing and applying evidence-based and evidence-building community health improvement strategies into specific, measurable action plans; and ultimately evaluating CHIP outcomes to determine impact and value of projects implemented. The population health epidemiologist will utilize available epidemiological surveillance systems and data available through the healthcare system (electronic health record, administrative/billing data) to describe the distribution of health conditions in the local population, design (in conjunction with pertinent affected departments) interventions, allocate resources, and/or evaluate the impact of interventions made. They will be responsible for answering epidemiologic questions to ensure that decisions made in the health district and/or health system are informed by local, pertinent data.

Qualifications: Considerable experience in epidemiology, public health, or a related area. Considerable knowledge of the cause, transmission, treatment, and prevention of communicable and non-communicable conditions of public health importance. Demonstrated extensive experience with data management; demonstrated ability to collect, quality assure, analyze, interpret, and present statistical data. Working knowledge of biostatistics, computer data analytic methods. Considerable knowledge of federal and state laws, regulations, and policies regarding the reporting and control of disease. Working knowledge of biostatistics, computer data analysis, and data management techniques. Demonstrated ability to develop program goals and objectives and to evaluate program effectiveness. Demonstrated ability to establish and maintain effective working relationships. Demonstrated ability to collect, quality assure, analyze, interpret, and present statistical data. Demonstrated ability to communicate effectively orally and in writing with health care professionals and the general public. Considerable experience in epidemiology, public health, or a related area.

Preferred: Graduation from an accredited college or university with advanced course work in public health, epidemiology, or biostatistics or equivalent combination of education, training, and/or experience; considerable years of experience in applied epidemiology in public health preferred. Masters in Public Health preferred, with considerable experience in epidemiology and/or data informatics.
