Position Description: This position serves as the Director of the HIV Epidemiology and Surveillance Program. The Director develops and manages statewide HIV epidemiology and surveillance efforts to quantify and reduce the public health burden and consequences of HIV infection. This position is in the Division of Communicable and Environmental Diseases and Emergency Preparedness (CEDEP), HIV/STD/Viral Hepatitis Program. CEDEP includes a large and diverse group of epidemiologists, subject matter experts and support services, in a wide range of programs.

Job responsibilities include: • Quantify the public health burden and consequences of HIV in Tennessee • Ensure HIV surveillance data quality and implement data quality improvement processes • Design, conduct, and oversee data analysis and program evaluation for HIV prevention and Ryan White Part B programs • Build capacity for TDH HIV/STD/Viral Hepatitis program and regional/metro partners to monitor and respond to potential HIV transmission clusters • Develop and disseminate Tennessee statewide HIV data reports, including epidemiologic profiles and public-facing data dashboards • Participate in the preparation of state and federal funding applications and associated budgets • Supervise/train HIV surveillance, prevention, and Ryan White epidemiologists and epidemiology support staff • Provide technical assistance to regional and metro HIV surveillance staff • Establish and maintain relationships with a variety of stakeholders, including health departments, community based organizations, and community members • Serve as program epidemiology and surveillance spokesperson and make data presentations • Participate in national epidemiology and surveillance meetings, activities, and consultations via CDC, HRSA, HHS, CSTE, APHA, etc. • Work closely with other governmental agencies, academic and community partners, and service providers statewide to promote use of surveillance data

This is an executive service position requiring some travel, valid driver’s license and the availability to respond to emergencies.

Qualifications: Desired Qualifications: • Epidemic Intelligence Service (EIS) graduate, PhD, DrPH, or MD with work experience in public health epidemiology or related field; alternatively, MPH with 10 or more years increasing experience in public health program work, including epidemiology • Five or more years of full-time supervisory work • Experience in the field of HIV, STD, Viral Hepatitis or infectious disease • Proficient in using analytical software such as SAS, R, STATA • Proficient in data visualization software such as Tableau • Experience managing complex epidemiology and surveillance programs, reporting, programmatic activities, operational activities, technical activities, administrative activities, multi- million dollar budgets, contracts and procurement activities • Experience preparing manuscripts for scientific publication • Strong oral and written communication, team building, program management and evaluation, decision making, leadership and computer skills

Degrees must be from an accredited college or university. A transcript evaluation is required for degrees earned outside of the United States.
