Position Description: Physician II The Texas Department of State Health Services (DSHS) is seeking qualified applicants for the position of Regional Medical Director (RMD) in El Paso, Texas. Under the direction of the Associate Commissioner for Regional and Local Health Operations, the RMD is responsible for planning, developing, organizing and directing regional public health activities for the following 36 counties: Andrews, Borden, Brewster, Coke, Concho, Crane, Crockett, Culberson, Dawson, Ector, El Paso, Gaines, Glasscock, Howard, Hudspeth, Irion, Jeff Davis, Kimble, Loving, Martin, Mason, McCulloch, Menard, Midland, Pecos, Presidio, Reeves, Regan, Schleicher, Sterling, Sutton, Terrell, Tom Green, Upton, Ward and Winkler. The RMD is responsible and accountable for all department program activities assigned within the region, and provides public health and medical consultation to physicians and local health department personnel regarding public health issues. The RMD develops and maintains effective working relationships with city, county, state and federal officials and independent local public health entities within the region.

Qualifications: Licensed to practice medicine in Texas by the Texas Medical Board. Board certification in Public Health/General Preventive Medicine • Plan, organize, implement, evaluate, manage and direct public health services to counties without a local health department within the designated Public Health Region. • Direct the activities of regional programs and provide technical assistance to local health departments and DSHS contractors. • Supervise the Deputy Regional Director in the performance of resource management, including: human resources, financial, purchasing, and other administrative functions. • Develop and maintain effective relationships with federal, state and local agencies and officials, board members, professional associations, health authorities within the region, local health departments, the general public and other stakeholders. • Ensure reg regional compliance with DSHS strategic ini initiatives, policies, procedures and protocols. Ensure regional compliance with DSHS strategic initiatives, policies, procedures and protocols. • Lead the region’s response to public health incidents including, but not limited to disease outbreaks, biological, environmental and weather emergencies. Response may require irregular work hours and/or 24/7 response to emergencies and additional travel. • Serve as the local health authority per Chapter 121 of the Texas Health and Safety Code • Reviewing and signing standing delegation orders for clinical programs including: immunization, tuberculosis, STD/HIV, and related services. Reviewing and signing standing delegation orders for clinical programs including: immunization, tuberculosis, STD/HIV, and related services. • Overseeing the regional Class D pharmacy. • Provides medical authorization, as required, for prophylactic medications/biological and other medical countermeasures • Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations activation. Such participation may require an alternate shift pattern assignment and/or location. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and M Management & Procedures and standards d developed by the Texas Department of Public S Safety. Complies with DSHS Immunization P Policy.

Knowledge of principles and practices of modern medicine; structure and functions of local, regional and state public health organizations; current social and economic problems pertaining to public health. General knowledge of state and federal laws pertaining to public health. Skill in expressing ideas clearly and concisely; skill in public speaking. Ability to plan, coordinate and execute public health responses to identified public health needs and public health emergencies. Ability to establish and maintain effective working relationships and coordinate activities among public, private and professional groups.
