Position Description: The County of San Mateo Health System's Behavioral Health and Recovery Services (BHRS) Division is seeking well-qualified individuals for the position of Community Health Planner-Behavioral Health and Recovery Services to work with the Office of Diversity and Equity (ODE). Community Health Planners plan, organize, develop and evaluate health promotion and health education initiatives, programs and policies; lead strategic planning efforts and foster partnerships with community groups and organizations; lead the development of plans or recommendations to improve existing health programs or substantiate the need for additional programs; analyze and develop policy initiatives; supervise or work with a variety of professional, clerical and paraprofessional employees involved in community health promotion and planning activities and initiatives; and perform other duties as assigned.

There are currently two vacancies in the Behavioral Health and Recovery Services Division, Office of Diversity and Equity (ODE). One is a permanent position that will support Culturally and Linguistically Appropriate Services (CLAS) implementation and technical assistance across the BHRS. The second the second is a limited-term position that will support the development and implementation of a comprehensive, outcome-based evaluation, data collection and reporting infrastructure for MHSA funded programs/ Both positions report to the BHRS Mental Health Services Act (MHSA) Manager. These positions are located in Belmont, CA but will travel throughout the County to perform duties of the positions.

Qualifications: Education: Possession of a Master's degree in Public Health, Public Policy, Public Administration or other relevant field with appropriate experience and knowledge of community health planning and health policy.

Knowledge of: Practices and procedures of community organization and cooperation; principles and methods of strategic and community health planning, promotion and health education; statistical and survey methods utilized in needs assessments and program evaluation; dynamics of underserved communities and populations; socio-economic aspects of and community- level determinants of health; data analysis and synthesis of quantitative and qualitative research; and publicity and media practices related to dissemination of initiative results and development of health promotion campaigns.

Skill/Ability to: Think strategically to guide priority community planning efforts; obtain and maintain community collaboration for health promotion and planning efforts; plan, organize and conduct health planning and promotion initiatives; work with diverse staff and community members to address priority health issues; analyze and develop policy initiatives to address high priority health issues; analyze relevant data and program information to perform community health planning, assessment and evaluation; write clear, concise, and effective reports, presentations, policy memos, correspondence and news releases; communicate effectively orally, including public speaking; and originate, prepare and distribute publicity materials.
