Position Description: The Chester County Health Department is seeking a dynamic individual to serve as a Public Health Preparedness Community Resilience Planner. The Public Health Preparedness Community Resilience Planner is responsible for performing activities and implementing initiatives related to comprehensive public health emergency response plans and demonstration of the CDC's Public Health Preparedness Capabilities in Chester County. The Planner also participates in coordinated response activities during all-hazards emergencies or disasters.

The Community Resilience planner will facilitate the development, operationalization, implementation, maintenance, review and update of public health emergency response plans and procedures; capture response protocols in comprehensive and concise planning documents; and devise effective response strategies based on planning objectives and resources related to: • Community preparedness, • Community recovery, • Information management and communications, • Environmental preparedness, and • Volunteer management.

This individual will be required to organize and conduct meetings to achieve program goals with internal and external partners and stakeholders; design and deliver trainings, exercises, real events, and other program initiatives; prepare written reports; and attend local and national meetings, as needed, to meet the goals of the program

Qualifications: The position requires the ability to interpret, extrapolate, and apply complex information to different planning scenarios; to devise effective response strategies based on planning objectives and resources; to work with stakeholders to understand needs and resource limitations and build consensus; and to capture response protocols in comprehensive and concise planning documents. Applicants should possess outstanding research, critical thinking, communication, and organizational skills. Excellent English language skills, including composition, grammar, and public speaking are required to present information effectively to a variety of different audiences. Applicants should be equally comfortable working individually and within a team environment. Flexibility, professionalism and the ability to manage multiple projects simultaneously are highly valued attributes. Experience in public health preparedness and response and knowledge of applicable local, state, and federal programs and laws, regulations and standards is essential.

Position requires a bachelor’s degree from an accredited program in public health emergency preparedness, emergency management, or a related field as well as two years of public health preparedness or emergency management experience. Preference is given to candidates with a Master’s Degree in public health emergency preparedness, disaster medicine, emergency management, or a related field and more than 2 years of public health preparedness experience.

This position requires the following criminal background and child abuse clearances: Report of Criminal history from the Pennsylvania State Police (PSP), Child Abuse History Clearance from the Department of Human Services (Child Abuse), and Fingerprint based federal criminal history submitted through the Pennsylvania State Police or its authorized agent (FBI).
