Position Description: The Hotline Counselor provides information, referral and crisis counseling to individuals calling the Division of Disease Prevention HIV/STD/Viral Hepatitis Hotline and the Medication Assistance Hotline. The hotlines are located at the Virginia Department of Health in Richmond Virginia and operate from 8:00 a.m. to 5:00 p.m., Monday through Friday.

Hotline Counselors help responding to callers’ questions and needs regarding a spectrum of the diseases, signs and symptoms, transmission, risk reduction, counseling and testing. Hotline counselors will be expected to perform the following duties:

• Provide basic statistical information and information on sexually transmitted diseases. • Refer callers to appropriate medical, psychosocial, legal and support services in their communities. • Document type, purpose, and origin of call, especially noting special events such as World AIDS Day, National HIV Testing Day, public information campaigns, etc. • Notify supervisor of problem or chronic callers as well as citizen complaints. • Select appropriate educational materials and resources for callers. • Respond to requests for pamphlets, posters, and other materials. • Prepare packages materials for mailing within 48 hours. • Assist in the maintenance and inventory of educational materials. • Lift/move boxes up to 25 pounds frequently and up to 50 pounds occasionally. • Maintain current resources and referrals pertinent to the needs of hotline consumers. • Prepare written reports and documents for printing as required. • Update the resource and referral database. • Communicate regularly with the Division Webmaster to maintain continuity of resource and referral information. • Provide assistance as needed to Division staff for special projects, development of educational materials, selected research, conference preparation, and legislative tracking. • Complete other assignments for Division staff and the Office of Epidemiology including mass mailings for media campaigns and awareness days. • Conduct data entry for ADAP and Hepatitis C morbidity. • Other duties may be assigned as necessary.

Qualifications: MINIMUM QUALIFICATIONS: • Knowledge of HIV/AIDS, STDs, and viral hepatitis; • Knowledge of crisis intervention techniques; • Knowledge of public health principles and practices. • Strong counseling; interpersonal; data entry; and word processing skills. • Ability to communicate clearly and effectively both orally and in writing; • Ability to conduct research; track legislation; prepare reports; and maintain confidentiality. • Bilingual in English/Spanish preferred.


Bachelor’s Degree in Public Health or related field
