Job Description/Position Responsibilities: The Senior Policy Analyst in the Office of the Commissioner is responsible for conducting research and analysis to support senior agency leadership’s development of data-driven strategic policy proposals designed to facilitate achievement of Public Health 3.0 goals as aligned with Virginia’s Plan for Well Being and the VDH Strategic Plan. Specific responsibilities include: Developing annual public health policy research and analysis plan for the agency. Coordinating implementation of the public health policy research and analysis plan in conjunction with VDH leadership and program management, including policy analysts, office/division/program management, and data stewards (e.g. epidemiologists, data analysts and data stewards) throughout the agency. Providing staff support to the Commissioner’s public health policy advisory council, as well as for the VDH public health policy analysis roundtable. Establishing and facilitating effective, resilient data and information linkages and relationships between and among the Commissioner’s Office, Office and District Directors, VDH data stewards and VDH policy analysts. Developing timely, accurate, and understandable information concerning significant public health policy issues at the federal, state and local levels. Supporting efforts of senior agency leadership to provide direction for development of legislative, regulatory and budgetary proposals that facilitate achievement of Public Health 3.0 goals. Supporting efforts of senior agency leadership to effectively engage stakeholders in support of VDH policy proposals. Providing supplemental staff support, as needed, to assist with review of legislation, regulations or budget amendment requests as part of State legislative, budgetary and regulatory processes. Providing supplemental staff support, as needed, to the State Board of Health.

Qualifications: Extensive experience with public health policy research, quantitative and qualitative data analyses, data visualization techniques, and presentation of findings and recommendations. Knowledge of Virginia public health policy data, trends and issues. Strong, demonstrated ability to collect, analyze, interpret and present public health data. Strong, demonstrated ability to apply analytical results to the development of policy proposals designed to address specific public health issues. Knowledge of federal, state and local public health policy development structures, processes and stakeholders. Demonstrated ability to communicate effectively and facilitate meetings with a variety of audiences. Graduation from a college or university with major course work in public health, public policy, public administration, or equivalent experience working in one of those fields, is required.
