The Epidemiologist/Evaluation Manager is responsible for the overall evaluation of the federal and nonfederal programs and services offered by our organization. The Epidemiologist/Evaluation Manager will have the ability to design, plan and implement evaluation activities for the Foundation. The Epidemiologist/Evaluator will be responsible for evaluation oversight of all activities within the federal cooperative agreements and non- federal programs. The Epidemiologist/Evaluator will develop survey tools and instruments to better assess the Foundation’s signature programs for evidence-based outcomes. Also, the epidemiologist/evaluator will design and implement online surveys and tools to evaluate the health promotion and self- management programs, and work on analysis of data collected from validated instruments through dissemination of partners’ programs. This individual will contribute to the direction of program activities based on evaluative results from program implementation and consult with federal evaluation experts for evaluation guidance. The Epidemiologist/Evaluator will support developing evaluation plans for the Foundation’s skill building institute, and key activities within the community of practice intended to ensure a competent workforce, provider education, self- management strategies and public awareness about epilepsy. Additionally, the Epidemiologist/Evaluator will work closely with the Training Manager to assess performance of the learning management systems and other educational training opportunities offered by the Foundation. The Epidemiologist/Evaluator will organize multiple databases that support cross- departmental programs activities to assess programs outcomes and impact. Also, the Epidemiologist/Evaluator will conduct presentations to outside organizations to create professional awareness of Foundation programs and promote the work of the Foundation and its mission.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Conceptualize and lead programs and services evaluation agenda.
Oversee the selection and implementation of evaluation designs, evaluation activities, data analysis, results reporting and communication.
Develop and implement a process to evaluate the organization’s signature programs for evidence-based outcomes
Liaise with internal stakeholders, local offices and agencies to build relationships and share information pertinent to program or project evaluations.
Design and lead the delivery of customized evaluation models as appropriate for programs.
Maintains and develops evaluation reports of program and services activities that are supported by federal and nonfederal resources.
Provides collaborative opportunities for stakeholders to participate in the evaluation process.
Lead evaluation activities for national education and awareness campaigns
Provide technical assistance on evaluation protocols and tools to local network offices
Identify appropriate impact and outcome metrics to track to analyze and evaluate programs efficiency and effectiveness.
Create evaluation protocols and processes to assess program progress and effectiveness, including data collection methods and instrument development/validation.
Monitor and document relative strengths and weaknesses of program components by tracking a set of identified performance metrics and indicators.
Analyze and interpret quantitative and qualitative data gathered from the evaluations and present findings to appropriate parties.
Conduct primary and secondary data collection activities and analyze surveillance data.
Conceptualize and develop logic models for program design
Write and submit journal publications for reporting on program evaluation and findings
Other program evaluation duties as assigned
The Epidemiologist/Evaluator has supervisory responsibility of the Data Manager/Specialist.
SPECIFIC KNOWLEDGE, SKILLS, ABILITIES, LICENSES, CERTIFICATIONS, ETC:
Knowledge of effective principles and practices of public health program evaluation, epidemiology and biostatistics
Knowledge of administrative management functions including budgeting, financial reporting, purchasing, personnel, and program reporting.
Knowledge of grant sources, grant proposal preparation and federal grant administration requirements.
Must be able to plan, develop and implement evaluation components of programs to support the Foundation’s mission.
Ability to implement effective program management procedures to ensure efficient operation of programs.
Ability to manage and motivate employees in a collaborative and supportive manner.
Knowledge of -
Public health program development and evaluation best practices.
Effective principles and practices of program management and program evaluation Statistical software and packages; SAS, SPSS, GIS and marketing
Surveillance tools, database development and management
Microsoft Office, social media and other business and evaluation technology applications to support performance and engagement
Ability to –
Develop and oversee a robust evaluation system for a national organization Evaluate programs for evidence-based outcomes
Evaluate national education and awareness campaigns for impact and outcomes
Develop evaluation protocols, guides, conduct and facilitate stakeholder interviews and focus groups
Lead a national evaluation program for chronic disease management and health promotion
Communicate, orally and in writing, with a variety of stakeholders including service providers, individuals from diverse cultural backgrounds and those with disabilities
Lead and maintain evaluation protocols and programs for a variety of professionals and local Foundation offices
Work independently on a variety of diverse tasks with minimal supervision
Prepare accurate, concise, complete, and informative written materials, and to make effective presentations to small or large groups.
