For more information, please visit: http://www.clintonhealthaccess.org The Laboratory Services Team (LST) is seeking a seasoned, process-minded program and operations and partnership leader with experience in organizing and building programs to build out LST's management and administrative systems, and to support the growth of a new diagnostic partners consortium. This position will provide program, operational, and administrative leadership to global and national teams in partnership with CHAI's Boston-based global operations teams and other cross-functional departments across the organization. This role will involve building and managing relationships with a broad set of internal stakeholders on the logistics of administering multiple complex workstreams; lead operational and coordination aspects of specific multi-organizational projects; and generally improve the effectiveness and efficiency with which the team's resources are applied. This role will require a candidate to develop familiarity with all LST programs globally and at the country level, including funding, planning and implementation cycles. The role will support a major donor and strategic partner in the formation and growth of a diagnostics partners consortium, which aims to align practices of major procurers of diagnostics. The successful candidate will understand the importance of working with diplomacy and discretion. The candidate must be able to assess issues, lead cooperatively to resolve these issues, and determine when to escalate to other team members. This position will report to the Senior Director of CHAI's Laboratory Services Team. This role has flexibility for a base location in the US or a CHAI Program Country, pending country team leadership approval. Develop and maintain processes to facilitate the management of LST's Program Portfolios. Oversee coordination practices that maximize cross-team communications and collaboration, and enable team leads to effectively allocate resources and manage external communications. • Support Senior Director with the development and maintenance of LST general strategy via integration of disease-specific strategies; • In partnership with technical leads, co-lead the project management of complex projects involving coordination of multiple partners across multiple countries, overseeing operational aspects such as contract development and management, financial oversight, and reporting between subgrantees and donors for select projects • Manage internal reporting for the Laboratory Services Team, ensuring that program progress and achievements are clearly and effectively communicated, which may include establishing a tracking system or using existing internal dashboards and other associated monitoring and evaluation frameworks • Lead goal-setting and work-planning processes across teams and implement mechanisms for regularly evaluating program progress and strengthening accountability • Promote communication among LST team members to determine what is needed and ensure that LST has what they need to meet their programmatic needs. • Serve as the liaison between LST and other teams across CHAI that have operational overlap, and lead the development of LST best practices or case-studies for select projects. • Lead cross-disease engagement with key external partners. • Project manage cross-disease interventions • Deployment of cross-team project management practices; • Guide the management of LST priorities, including ad-hoc opportunities; and • Support short-term high priority project Develop, deploy, and maintain practices to facilitate the efficient operations of LST. Grow centralized support practices to ensure that sub-teams comply with CHAI standards across operational practices, have access to tools and information necessary to complete these tasks efficiently and effectively, and provide team members opportunities for professional growth. Implement processes that foster sustained strategic focus across LST and its sub-teams, and assess and respond to ad-hoc requests in a manner that allows LST to be responsive while minimizing the impact on core project timelines and strain on resources. • Support Senior Director on LST HR activities, including recruiting management systems and team culture practices; • Work in partnership with the recruitment team and hiring managers to develop recruitment strategies, write job descriptions, screen candidates, and manage the candidate pool across LST • Coordinate orientation and onboarding of new staff and oversee processes for managing staff exits • In coordination with CHAI's HR department, support LST staff with securing and maintaining appropriate work authorization • Support sub-teams' development of new funding opportunities and donor reports; • Foster team cultural practices, collaborating with sub-team leads to maximize engagement of all team members; • Work with sub-team leads to create regular professional development opportunities; • Provide day-to-day management of program operations coordinators • Work in partnership with finance team to support program team on budgeting, financial tracking, and spend analysis, including review and follow-up of financial expenditure issues. • In partnership with the Global Contracts team and AP, develop and manage contracts with consultants/subcontractors and partners, including coordination of follow-up, reporting, invoicing, and payment • Proactively identify and develop appropriate tools, technologies, and/or policies/SOPs to fill operational gaps and ensure the Laboratory Services Team is as effective as possible • Act as point person for all operations-related questions from staff related to organization policies, benefits, expense reimbursement, etc.; and • Support sub-teams' communications, social media, and publicity

• Bachelor's degree required; MBA, MPH, MPP or related degree preferred; • Experience in scaling a complex, multi-site organization and program; • Minimum 6 years of professional experience with at least 3 years in operations, human resources, grant management, and partner management; • Experience working in an international context and/or entrepreneurial environment; • Broad experience with the full range of business functions and systems, including strategic planning, organizational development, finance, information systems, and human resources; • Excellent judgment and creative problem-solving skills, including negotiation and conflict resolution skills; • Ability to think strategically, anticipate future consequences and trends, and incorporate them into the organizational plan; • Exceptional organizational and time management skills and attention to detail; • Outstanding communication skills: written, oral, interpersonal, and presentation; the ability to effectively interface with senior management and staff; and • Ability to travel frequently and for extended periods of time.
