Position Description: This position serves as the STD Grand Regional Program Consultant to the Shelby/Memphis public health region of the Tennessee Department of Health (TDH). This position is in the Division of Communicable and Environmental Diseases and Emergency Preparedness (CEDEP), HIV/STD & Viral Hepatitis Program and will be located at the Shelby County Health Department (SCHD) in Memphis, TN. CEDEP includes a large and diverse group of epidemiologists, subject matter experts, and support services supporting a wide range of programs.

The Regional Consultant will serve as the primary point of contact and source for programmatic technical assistance between the TDH Central Office and SCHD.

Job responsibilities include: • This position will serve as the liaison and provide technical assistance and guidance to the Regional Director, Health Officer, Communicable Disease Supervisor, and STD Program Supervisors working in the Shelby County Health Department. • The Consultant must competently demonstrate methods, procedures, and techniques for effective STD counseling, interviewing, field investigation, and STD case management to improve the knowledge, skills, abilities, and capacity of regional staff. • This position will conduct STD Program assessments at the Shelby County Health Department. • This position will provide consultation on programmatic Patient Reporting Investigating Surveillance Manager (PRISM) issues on individual cases, situations, and/or circumstances to regional staff. • This position monitors CDC STD Cooperative Agreement outcomes data documented in the STD surveillance database (PRISM). • This position will identify current knowledge, skills and abilities (education or practice) directed at improving HIV/STD program performance. • This position will develop or secure training to meet identified needs, and coordinate delivery of training with regional supervisors/managers. • This position will participate on committees, internal and external planning bodies, and outreach events as assigned. • This position participates in and provides leadership to Disease Intervention Specialists during a STD/HIV/Viral Hepatitis outbreak as assigned. • This position participates in use acceptance testing of PRISM updates • This position requires regular travel within the region, and statewide as directed (at least 25% of the time).

Qualifications: Desired Qualifications: • Bachelor’s Degree or higher from an accredited college or university. • Successful completion of CDC Passport to Partner Services, or an earlier iteration. • Experience of five or more years of full- time increasingly responsible Disease Intervention Specialist work, including a minimum of two years of supervisory work. • Strong oral and written communication skills, team building, decision making, leadership and computer skills. • Experience working effectively with diverse groups (e.g. governmental agencies and officials, professional organizations, and the public). • Thorough familiarity with STD Prevention Services. • Willingness to travel extensively throughout Tennessee.

This is an executive service position requiring some travel, valid driver’s license and the availability to respond to emergencies. Degrees must be from an accredited college or university. A transcript evaluation is required for degrees earned outside of the United States. Candidates must be eligible to work in the U.S.
