Position Description: The Evaluation Specialist III position is located in the AIDS Institute Office of Program Evaluation and Research. The incumbent will serve as a core team member of the Vulnerability Assessments of Opioid Overdose and Blood-borne Diseases Project and will help lead a Vulnerability Assessments Stakeholder Group to identify and gain access to pertinent data for the project. The incumbent will be responsible for the day-to-day operations of project activities, including the development and implementation of a project work plan, data collection, data analysis, and reporting of project outcomes. The incumbent will provide guidance to the project team towards accomplishing specific goals per project time line. Other related duties as assigned.

Qualifications: Minimum: Bachelor's degree in a relevant field and three years of experience in research, analysis, and/or evaluation of health or human services-related programs or a related field; OR an Associate's degree in a relevant field and five years of such experience; OR seven years of such experience. A Master's degree may substitute for one year of experience. Preferred: A Master's degree in Public Health, Epidemiology, Social and Behavioral Sciences or a related field. Familiarity with HIV/AIDS, HCV, drug user health, and LGBT health programs, policy, and/or data issues. Experience with conducting program evaluation research in public health. Experience with survey design, sampling strategies, and survey administration. Experience with processing and analyzing large data sets. Experience in data analysis using SAS, R, SPSS, Excel, GIS and/or other analytical and data management tools. Experience with creation of high-quality infographics and fact sheets. Experience in project management. Strong written and verbal communication skills.
