Position Description: Responsibilities

The incumbent will be responsible for directing program planning, design, and implementation related to Medicaid Policy and Health Care, including: health care reform and Medicaid redesign; designated AIDS Center hospitals; HIV primary care programs; managed care for persons with HIV/AIDS including HIV Special Needs Plans (SNPs); chronic care services for persons with HIV/AIDS including AIDS nursing facilities and AIDS adult day health care programs; care coordination models, including Health Homes; the AIDS Intervention Management System (AIMS); emerging Accountable Care Organizations (ACOs); HIV services and payment mechanisms for a variety of services; health care analytics; and HIV financial planning and research. Specific duties will include: directing the analysis of relevant data sources for incorporation into policy proposals; convening and directing deliberations on policy alternatives; directing the development of policy options; directing the development of legislation, regulations, and documents establishing policy and standards; directing the provision of policy interpretation and guidance to providers and AIDS Institute staff; directing the formulation of optimal strategies for planning, prioritizing, developing, promoting, and implementing programs, considering need, demand, resource availability, and barriers to implementation; directing staff in establishing and prioritizing goals and objectives; directing the development of documents describing program models and defining the scope of services/program activities; directing program evaluation and quality initiatives, including setting and prioritizing goals and desired outcomes; directing the identification of key indicators for process, outcome, impact, and fiscal evaluation of services; and representing the AIDS Institute in a variety of forums. Other related duties as assigned.

Qualifications: Minimum Qualifications

Bachelor's degree and seven years of experience in the direction and management of an HIV/AIDS program in a public health, health/human services, or health regulatory program or community-based service organization and two years of experience supervising professional staff. The experience must have included policy formulation; program planning, design, implementation, or evaluation; and allocation of resources. A Master's degree may substitute for one year of experience.

Preferred Qualifications

Comprehensive knowledge of New York State’s health care system, including the Medicaid- financed system and the HIV health care delivery system. Knowledge of New York State Medicaid reform policy and programs. At least six years of experience overseeing HIV health care and supportive service programs. Experience in Medicaid reimbursement development. Experience in utilization and analysis of Medicaid data. Experience in quality management/improvement. Excellent communication, writing and interpersonal skills.
