Purpose: This position serves as the consultant for the MDHHS Prescription Drug Overdose: Data-Driven Prevention Initiative (PDO: DDPI) primary prevention program. This primary prevention program, supported by a grant from the Centers for Disease Control and Prevention, will enhance public health surveillance and education efforts, as well as interventions to prevent prescription drug (opioid) and heroin overdoses. This position provides data analysis and dissemination to improve local opioid surveillance efforts and inform data driven program planning and service delivery.
Duties and Responsibilities: • Development and implementation of the Prescription Drug Overdose (PDO): Data Driven Prevention Initiative (DDPI) strategies and activities. • Identify, develop and maintain appropriate internal and external partners who will assist in program strategies and goals. • Develop, in concert with the Bureau of Epidemiology, a data dissemination plan that can be used by a variety of different partners. • Promote MDHHS publicly available opioid data to partners and how it could be used to inform programming. • Prepare the Michigan Automated Prescription System (MAPS) quarterly report. • Participate in any data collection workgroups (internal and external) related to the project. • Provide contract management and monitoring to ensure partners appropriately execute their contract and work plan as it relates to opioid surveillance. • Conduct sub-recipient/grantee budget development, management, and monitoring for the LARA MAPS contract. • Provide technical assistance, including contractors, and as requested by partners on opioid surveillance to communities that are working on opioid overdose prevention. • Participate in the development and implementation of a statewide strategic plan related to prescription opioid and heroin abuse prevention. • Participate in the monitoring and reporting of activities for federal grant reporting, including but not limited to annual performance reports (lead), evaluation and performance measurement plan, and federal financial reporting forms. • Participate in technical assistance opportunities from the Centers for Disease Control, including conference calls, out of state Prescription Drug Overdose: DDPI annual meetings, and any other related meetings/conferences. • Work in collaboration with the program evaluator, program epidemiologist, and other staff to facilitate the monitoring of CDC performance measures, statewide and community data, as well as short term, mid- term, and long-term outcomes. • Participate in any required meetings, trainings, or webinars on opioid surveillance. • Participate in any Unit, MDHHS and Inter-departmental cross-cutting initiatives and opportunities. • Other duties as assigned.
Qualifications and Requirements
Education: A master’s degree in public health, health communication, public or business administration with a health care concentration, social work, or a closely related health degree.
Experience: A minimum of one year, two or more preferred related post master’s experience in substance use disorder, health education and outreach, and project management at the state or community level. Experience with contract management, partnership-building, public health program development and implementation, and program evaluation is preferred.

As a consultant, the incumbent is preferred to possess: • Knowledge of opioids, opioid addiction, strategies to address opioid addiction, prevent opioid overdose and primary prevention. • Familiarity with State government, State procedures for contracting and reporting. • Grant-writing experience. • Knowledge of the principles of program planning, consultation and evaluation. • Computer literacy in Microsoft Office programs is expected.
Work Environment and Physical Requirements: May require occasional physical effort for transporting display or educational material. Requires a valid vehicle operator’s license to attend off-site meetings, conferences and trainings. Involves significant computer related activity such as viewing a CRT or VDT screen at least 50% to 75% of the time. Requires ability to travel and a valid operator’s license, a significant amount of travel will be necessary to perform the duties of this Consultant position. This position will be located in the Lansing area.

Occasional Leaders: Occasional leaders lead some projects and serve as a team member on others. The consultant may be assigned by management to organize, track or lead work, projects, or assignments.
Impact on Projects, Services and Operations: This position is a member of the MDHHS Division of Chronic Disease and Injury Control staff and is responsible for assisting with projects as indicated. To meet the growing need for staff support and collaboration on community-based initiatives, this position provides the necessary staffing for recently added projects and responsibilities within the Division. In addition, it is expected this project will have implications for other inter-departmental areas including The Department of Licensing and Regulatory Affairs (LARA) and also the MDHHS Office of Recovery Oriented Systems of Care.
