Purpose: The Michigan Department of Health and Human Services maintains critical data systems to ensure implementation of uniform reporting requirements for HIV prevention testing and partner services programs. This position will serve as database analysts performing data management, quality reporting of data ensuring timeliness, completeness and accuracy of data reported to the MDHHS HIV Surveillance and Epidemiology Program. Position will assist in the development of system enhancements, reporting in grants and grant applications, and communicating with users.
Duties and Responsibilities: • Serve as a database analyst to manage and support HIV prevention databases • Ensure system software is installed, maintained and upgraded as necessary. • Serve as project lead on programming enhancements and modifications. • Assist users with hardware and software evaluation to ensure compatibility. • Serves as the technical expert and liaison to public and private providers the CDC and the software vendor regarding data entry, data transformation, data transfer and uploads. • Provide database training. • Perform statewide un-duplication of files, review for quality and correct errors in data coding quarterly. • Prepare routine data reports and assist in the development of canned reports to reduce data inquires. • Facilitate data extractions, conversion and reconciliation of data to meet federal requirements and meet reporting deadlines. • Facilitate and perform linkage of data abstracted from systems to facilitate reporting and assist epidemiology with epidemiological profiles and monitoring co- morbidities. • Collaborate HIV testing and reporting personnel to identify and address issues with missing data, reconciling data variable definitions and reporting requirements. • Develop quality assurance procedures to improve data quality. • Provide support to staff, epidemiology and providers in using data for progress reports, grant writing and monitoring for outcomes. • Participate in all required trainings, including confidentiality and security trainings and sign oath of confidentiality. • Participate in occasional work groups across MDHHS sections and with other CDC projects • Other duties are assigned by manager
Education: Required: Possession of a Bachelor degree in health information systems, computer science or other relevant related field.
Preferred: Masters in Public Health in Epidemiology or Biostatistics.
Experience: Prior experience in data system management, development or programming and specifically in a public or private health care field is highly desirable. Proficiency in Microsoft Office applications and familiarity with email/internet browser software required.
Important Skills and Characteristics: High level of initiative and accountability. Ability to effectively troubleshoot data systems with diplomacy under challenging circumstances excellent oral and written communications. Able to work well in team situations. Self-motivated, able to complete work in timely manner, and handle multiple task at one time with minimal supervision.
Work Environment and Physical Requirements: Job may require moderate physical effort including lifting materials and equipment of <25# and involves viewing a CRT or VDT screen 70% to 90% of the time and responding to data requests helpdesk inquires. Requires valid vehicle operator’s license where needed to perform duties of the position. Frequent deadlines. In-state and out-of- state travel for related meetings.
