Position Description: Responsibilities The Program Research Specialist II (PRSII) will assist the Division of Health Care Innovation to increase the quality of patient care and medical services, lower medical costs, and make health insurance more affordable, by supporting various activities related to the NYS State Innovation Model (SIM) and State Health Information Network for New York (SHIN-NY) programs. The PRSII will provide analytics support to Health Information Technology implementation and Health Information Exchange supporting Healthcare reform. The PRSII will be responsible for collaborating with partners to develop evaluation tools to ensure that the SHIN-NY system is supporting practice transformation as required under SIM; conducting data analysis to identify adoption rates across regulated healthcare facilities and physician practice participation in the SHIN- NY and/or NYS Patient Centered Medical Home Model (NYS PCMH); and, assisting in the oversight of Qualified Entities (QEs) performance reporting. The incumbent will also assist higher level staff with the programmatic aspects of both SIM and SHIN-NY. Activities include planning workgroup activities, convening appropriate subject matter experts, tracking workgroup progress, and completing ad hoc research.

Qualifications: Minimum Qualifications Bachelor's degree in Public Health, Epidemiology, Statistics, Mathematics, Computer Science or a related field and two years of research experience in the collection and evaluation of data; OR an Associate's degree in a related field and four years of such experience; OR six years of such experience. A Master's degree in a related field may substitute for one year of the research experience. Preferred Qualifications Experience with workgroups, teams, or cross- organizational projects. Experience with statistical software such as SAS, R, and/or SQL. Experience in health care research or statistical/data analysis in support of research initiatives. Understanding of healthcare interoperability standards. Experience managing and analyzing large databases. Experience extracting, collapsing, sorting, and combining data from multiple sources. Demonstrated ability to produce visualizations, summarize complex technical information, and communicate related information to a variety of audiences. Excellent written and communications skills.
