Position Description: Conduct statistical analysis of surveillance data in ESSENCE-FL (syndromic surveillance system), to define and monitor the incidence and geographic distribution of opioid related illness and other diseases and conditions of public health significance as directed by the Department.

Conducts regular trainings with respect to surveillance for opioid overdose and other diseases/hazards of public health importance via data available through Florida’s syndromic surveillance system. Produces an annual systems training plan for county and state users; identifies training needs and designs and develops training materials related to surveillance for health effects of opioid use and other diseases and conditions of public health significance. Training materials will be both written and via video; responsible for producing content, help tools and delivering trainings. Trainings will be recorded, archived and made accessible to all users. Web-X, Camtasia, as well as other software will be used. Provides technical assistance, consultative services, and direction for development, implementation, evaluation, and expansion of opioid related illness and other diseases and conditions of public health significance data sources within the ESSENCE-FL system. Assists county health departments in the design and evaluation of health initiatives aimed at improving health indicators for opioid related illness and other diseases and conditions of public health significance.

Review existing data sources on opioid related illness and other diseases and conditions of public health significance as well as looking at trends over time for opioid related illness and other diseases and conditions of public health significance, review existing reports on a regular basis. Identify and validate new data sources and trends in opioid related illness and other diseases and conditions of public health significance.

Review the Department’s policies, guidance documents, and data collection tools to see if the department is making the right recommendations and collecting the right data.

Serve as a liaison between Surveillance and Surveillance Systems Section, the injury epidemiology section, the Bureau of Emergency Management, and vital statistics.

Produces and disseminates a summary report using data accessible via ESSENCE-FL on opioid related illness and other diseases and conditions of public health significance.

The Contractor, its employees, subcontractors, and agents must comply always with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentially document attached to the purchase order.

Qualifications: Six months of programming experience with Statistical Analysis Software, R software, ArcGIS software, Python software, or Logi Analytic software. Two years of experience working with the Microsoft office suite Six month’s experience and a Master’s degree in a public health or related field Six month’s experience producing reports for stakeholders, such as state and local epidemiologists, medical providers, and the general public using disease-related data
