Position Description: The incumbent reports directly to the Chief of Laboratory Services and must be able to work independently. All duties are performed under very general supervision; the position involves considerable responsibility, authority and the use of independent judgment. Responsible for the supervision of staff within the Bureau of Public Health Laboratories including appraisals, planning and directing their work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions. Direct, coordinate and manage the daily operation of the Miami Laboratory, staffed with laboratory scientists and clerical staff providing comprehensive clinical and environmental public health laboratory services to area county health departments, hospitals, physicians and other governmental agencies in our most populous area of the state. Ensure laboratory is able to respond to public health events of concern in a timely manner with quality laboratory results. Effectively manage personnel in the Miami laboratory. Consult with county health officials, physicians, hospital and other private laboratories, and state government staff regarding public health concerns and issues, laboratory services and interpretation of laboratory test results. Perform outreach activities to the communities served, with particular attention to the public health laboratory services. Work with the Chief of Laboratory Services and other BOL Laboratory Directors to ensure a comprehensive, quality laboratory system with the BOL for public health testing for the State of Florida including: 1) up- to-date testing menus; 2) state-of-the-art testing methodologies; 3) quality management system; 4) information technology and efficient and timely reporting data; 5) laboratory outreach; 6) cost-efficient use of resources; 7) preparedness for emergency events; 8) overall efficient and effective laboratory management. Solicit, negotiate, and oversee contracts for assorted services in a cost-effective manner to maintain the Miami laboratory facility and its equipment to ensure ability to perform required work, as well as preparedness in case of emergency events. Participate in the area laboratory community promoting and informing of testing and activities of the public health laboratory. Prepare accurate reports, articles, and information for the BOL system, as needed, to ensure comprehensive information on the BOL can be disseminated. Perform other related duties are required.

Qualifications: DEGREE: Masters or PhD; EXPERIENCE: 5 years of laboratory testing and laboratory supervisory experience required; LICENSURE, CERTIFICATION, or REGISTRATION REQUIREMENTS: State of Florida Clinical Laboratory License under Chapter 483 F.S. and Rule 64B3 F.A.C. or be eligible for State Clinical Laboratory Licensure at the Supervisor or Director designation
