Position Description: This position serves as the Public Health Nursing Consultant 2 for the STD Program at the Tennessee Department of Health (TDH). The Nurse Consultant will serve as the primary point of contact and source for clinical programmatic technical assistance between the TDH STD Program and the Public Health Regions of Tennessee. This position is in the Division of Communicable and Environmental Diseases and Emergency Preparedness (CEDEP), HIV/STD & Viral Hepatitis Program and will be located at in the Central Office in Nashville, TN. CEDEP includes a large and diverse group of epidemiologists, subject matter experts, and support services supporting a wide range of programs.

Job responsibilities include: • Conducts clinical trainings for public health nurses • Assures compliance in all health districts regarding clinical protocols, procedures, and standards • Provides guidance (TA) and oversight to a specific component of the STD PCHD Grant • Provides technical assistance regarding all clinical services components and monitoring for compliance with all clinical services program guidelines and requirements. • Works with the Office of Nursing to revise the STD Nurse Protocols. • Works with the Office of Nursing to adhere to PH nursing updates to implement in program technical assistance and guidelines. • Develops program clinical QA/QI for public health nurses and keep abreast of evidence based research to comply with guidelines for best practice care • Collaborates with TPHL concerning GC/CT testing and any technical assistance needed • Reviews Congenital Syphilis Cases and Perinatal HIV Cases in PRISM • Works with STD Surveillance to review and analyze GC/CT data to ensure compliance to screening criteria and grant deliverables. • Serves as a resource for clinical services, clinical information, program developments, and guidelines changes. • Participates in grant and report writing to meet requirement of funding sources. • Assists in reviewing and making recommendations regarding legislature that affect Clinical Services Components. • Collaborates with Office of Pharmacy to stay updated on 340B requirements, 340B training for districts and public health nurses • Serves as subject matter expert for clinical aspects of PRISM

This is a Preferred Services position requiring some travel, valid driver’s license and the availability to respond to emergencies.

Qualifications: Required Education and Experience: Graduation from an accredited college or university with a bachelor's degree in nursing and experience equivalent to four years of full-time increasingly responsible professional nursing work.

Degrees must be from an accredited college or university. A transcript evaluation is required for degrees earned outside of the United States. Candidates must be eligible to work in the U.S.

Substitution of Experience for Education: Qualifying full-time experience in nursing may be substituted for the required education on a year-for-year basis, to a maximum of two years.

Substitution of Graduate Education for Experience: Additional graduate coursework in nursing may be substituted for the required experience on a year-for-year basis to a maximum of one year.

Necessary Special Qualifications: Licensed as a Registered Nurse in the State of Tennessee

Desired Qualifications: • Experience working effectively with diverse groups (e.g. governmental agencies and officials, professional organizations, and the public) • Strong computer skills, including demonstrated use of Excel or other databases to manage and/or evaluate data • Experience conducting public health education/trainings • Experience collecting and managing data • Experience with program management and evaluation • Experience with supervision and training of professional staff • Strong oral and written communication skills • Familiarity with HIV prevention services, disease intervention, and disease investigation • Willingness to travel extensively throughout Tennessee
