Position Description: The Population Council is inviting applications from experienced researchers for a Program Officer - I position at New Delhi. This position requires monitoring and evaluation experience in developing country settings, and quantitative and qualitative research and analytical skills to undertake evaluations for an ongoing project enabling income generation for small ruminant female farmers embedded within SHGs in Bihar. A background in agricultural economics, gender equality, nutrition and SHGs will be an added advantage. The successful candidate will be able to lead and design studies and be familiar with various components of qualitative and quantitative research. S/he will represent the Population Council in project partners’ and donors’ meetings and at other dissemination forums.

RESPONSIBILITIES:

• Lead and design studies to undertake process and impact evaluation components of ongoing projects; • Monitoring of data collection activities, field level activities and implementation, planning and review; • Conduct qualitative research when required, undertake quantitative research and run advanced and complex statistical analyses on large datasets; • Document and disseminate the Council’s work through high impact peer reviewed publications and presentations at national and international meetings and conferences; • Utilize the Council’s research findings to communicate with key government and non- governmental stakeholders to contribute to national program and policy planning; • Work independently as well as in conjunction with the extended project team, under tight deadlines, and respond to rapidly changing task priorities; • Participate in other activities as assigned by the team lead at the Population Council.

Qualifications: 1. Master’s degree in economics, social sciences or public health; PhD preferred. 2. Minimum of 3-4 years of experience in research, process and impact evaluations.

3. Knowledge of CS Pro and Stata data analysis package is essential. Knowledge of other data analysis programs (SPSS, SAS, R, Mplus), and qualitative data analyses packages would be an added advantage. 4. Excellent written and communication skills in English; knowledge of Hindi is essential. 5. Willingness for extensive travel within India for project studies. 6. Evidence of published work in peer- reviewed journals would be preferable. 7. Highly motivated, innovative, organized with ability to work both independently as well as mentor others. Strong interpersonal skills and ability to work in a multicultural environment. 8. The individual must be eligible to work in India.
