Position Description: POSITION SUMMARY

The Informatics Center within the Strategic Information unit at ICAP at Columbia University is hiring a Staff Associate (Health Information Specialist) to assist in developing, managing, maintaining, and increasing the use of robust electronic aggregate and patient- level database systems, both for internal ICAP use as well as in partnership with Ministries of Health in developing their own systems. An ideal candidate will have proven experience in combining and linking disparate data systems, development of front-end dashboards for enhanced visualization, and basic experience of statistical techniques and statistical programming software, and would ideally have experience working in International Health. This role requires demonstrated technical and functional skills in SQL- based programming, aggregate database development and management, and statistical expertise.

This position is grant funded.

MAJOR ACCOUNTABILITIES

Develop and maintain applications for New York and in-country data needs: • Lead installation and configuration of various health informatics tools, including open-source tools such as DHIS2 and OpenMRS and other tools like SurveyCTO and REDCap • Maintain, manage and adapt health informatics tools to meet ICAP- and project-specific data collection and data dissemination needs including surveys, questionnaires, patient-level data and aggregate programmatic data • Develop customized applications, as needed to support ICAP projects • Develop and maintain tools for data dissemination and visualization, including creation of standard templates and automated procedures for production of graphics, maps and tables in systems like Tableau and DHIS2 • Provide technical support and troubleshooting including tracking, prioritizing and addressing user-reported issues, and bug fixing • Interface with ICAP, CUMC and Columbia University IT, and outside service providers to manage hosting servers and other resources

Provide technical assistance for New York, in-country teams and other stakeholders: • Support the development and implementation of workplans for informatics-related projects • Provide remote and in-country technical support to in-country ICAP developers and database administrators • Develop and maintain active user support documentation using online collaboration, and contribute to development of codebooks, user guides and standard operating procedures • Provide informatics-related troubleshooting, support and training to ICAP staff and other users of ICAP- informatics applications and tools • Gather input from users, support documentation of requirements and functional specifications for informatics- related activities • Provide support to automate reports/queries • Investigate, evaluate new tools and technologies

Cross-cutting • Participate in regular meetings of the SI Unit to keep colleagues updated on activities • Support with grant development and project planning through providing key inputs regarding informatics and data use • Provide contributions to progress reports, continuation applications, and other donor reports and data dissemination products • Perform other related duties as assigned • Support other ICAP projects as needed

TRAVEL REQUIREMENTS

Willingness to travel internationally to Sub-Saharan Africa for 1-3 week trips, with an estimated annual travel time of approximately 10%

Qualifications: EDUCATION

- Bachelor’s degree in Informatics, Computer Science, Engineering, Epidemiology or related field and four years of related experience.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

- Demonstrated experience working with health information systems, large, health- related datasets, application development and/or electronic survey tools - Strong critical thinking, analytic, and verbal and written communication skills - Proficient in Microsoft Office Suite (e.g., Outlook, Word, Excel, etc.)

PREFERRED QUALIFICATIONS

- Master’s degree in Informatics, Computer Science, Engineering, Epidemiology or related field - Experience working with DHIS2, OpenMRS, Open Data Kit or REDCap - Experience with SQL queries/routines - Experience in developing documentation and training non-technical users as necessary - Basic programming experience - Familiarity with database development with open-source RDBMS tools - Familiarity with a high-level programming or scripting language, such as Java, Perl and/or PHP - Experience building web applications with AngularJS, ExtJS, or similar frameworks - Familiarity with .Net, VBScript, C# - Experience in international development, public health, working with data collected as part of routine health service delivery, and/or in HIV/AIDS programs
