Position Description: Performs advanced (senior-level) managerial oversees the daily operations of the Texas Violent Death Reporting System (TVDRS). The TVDRS manager will work to develop relationships, methods and procedures for data collection, and monitoring practices for the collection of law enforcement, death certificate, and coroner/medical examiner data to be used by the TVDRS program. They will plan, assign, and supervise the work of the TVDRS staff to ensure that the objectives and goals of the grant are being met. Manager III will work with epidemiologist to ensure that quality of abstracted data meets/exceeds the standards set by the Centers for Disease Control.

(30%) The TVDRS manager will develop relationships, methods and procedures for data collection, and monitoring practices for the collection of law enforcement (LE), death certificate, and coroner/medical examiner (CME) data to be used by the TVDRS program. Will develop methods and procedures by evaluating the needs of the CDC and capabilities of the data providers and staff to create methods and procedures for data collection. Will travel across Texas to meet and present to LE and CME partners to establish relationships for submission of data. Will work to develop an advisory board to improve program engagement and success. This includes identifying stakeholders, creating advisory board roles and responsibilities, overseeing meeting preparation and scheduling, and facilitating. (30%) Will be planning, assigning, and supervising the work of the TVDRS staff and establishes objectives and goals for the TVDRS program. This includes assignments, overview, reviews and approval data reports and analysis for publication and presentation. Will evaluate the success of the program by working with the CDC and epidemiologist to implement evaluation plan. This plan includes identifying any barriers to success and developing plans/procedures to overcome barriers. (20%) Manager will work with epidemiologist to ensure that quality of abstracted data meets/exceeds the collection standards set by the Centers for Disease Control (CDC). Manager will meet with CDC to discuss data quality and data collection progress. Manager will be trained as a data abstractor so they understand the nuances of data abstraction. To meet data quality needs of the CDC, they will reviewing CDC data quality reports and determine if the state is meeting the collection standards. If the state is not meeting standards they will work with staff and CDC to identify and create a plan for correction that they will oversee and evaluate the effectiveness of. (10%) Will oversee the administration of the grant. This includes: developing and submitting required reports; communicating with funding agency (CDC); working with internal financial, legal and legislative partners to properly implement the grant. They will also travel to national conferences and meetings as required by grant. (10%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Qualifications: 1 year experience extracting data from either: death certificates, law enforcement, coroner/medical examiner reports. 1 year experience coordinating a data collection system/registry. 1 year experience basic data analysis and interpretation. 1 year experience working to convening and facilitating workgroups. I understand that this position entails that I work with deaths of a violent nature that can cause acute stress and trauma. A background in either social work, first response, medical care or law enforcement are recommended.
