Position Description: The position will support the At-risk Populations Coordinator to plan for the emergency needs of at-risk populations, including people experiencing homelessness. The at-risk populations specialist will coordinate emergency response activities serving these populations, like provision of medical countermeasures or outreach activities, and will assist the coordinator to work with stakeholders to develop coordinated plans across the Health Department. This position is Monday through Friday, 8:30 a.m. to 5:00 p.m., with occasional work after hours and on weekends to support Program activities. This is a grant-funded position; continuation of the position is contingent upon sustained funding.


• Support the At-risk Populations Coordinator to develop and facilitate a Department-wide working group to address the public health needs of people experiencing homelessness.

o Duties will include setting up meetings, taking meeting minutes, and organizing notes and findings into planning documents.

• Liaise with congregate facilities to determine COVID-19 vaccination and other public health emergency response needs and conduct planning and outreach activities accordingly.

• Provide administrative and logistical support for mobile vaccination teams and other response or outreach efforts addressing people experiencing homelessness.

• Assist in coordination with partner agencies that serve at-risk populations to identify emergency preparedness and disaster planning needs.

• Plan and execute trainings and information sessions to address the preparedness needs of at-risk populations and service providers.

• Collaborate with the outreach team to ensure inclusion of at-risk populations in outreach and engagement activities.

• Support other Division of Disease Control program areas in outbreak response activities.

• Provide general administrative and/or field support to the Preparedness Program.

• Other duties as assigned.


• Bachelor’s degree in public health or related field.

• Previous experience working in public health, emergency management, or a related field is a plus.

• Working knowledge of Microsoft Office applications.

• Strong written and verbal communication skills.

• Detail-oriented with excellent organizational skills.

• Ability to communicate effectively with partners and service providers, as well as work with various teams.

• Flexibility, professionalism, and the ability to manage multiple projects simultaneously are highly valued attributes.

• A valid driver’s license is required.

Organization Description: The Philadelphia Department of Public Health (PDPH), through its Bioterrorism and Public Health Preparedness Program (BT-PHP), located within the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BT- PHP is responsible for establishing local public health preparedness priorities, developing, and testing response plans, coordinating with local, state, and federal partners, and managing the public health response to real events.

Additional Information: This is not remote work. The applicant must work from the Health Department offices or other locations as assigned. This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position requires some local travel and participation in off-site functions. The position also requires responding to public health emergencies and some after- hours activities to achieve Program objectives.

This position reports to the At-risk Populations Coordinator.
