Position Description: |
The Epidemiology and Laboratory Capacity (ELC) Program provides flexible funding and technical assistance to the 65 of nation's health departments to detect, prevent and respond to infectious disease outbreaks. These funded recipients serve as the foundation for our national public health infrastructure and are integral to the nation's ability to tackle infectious disease threats. Within the ELC Program, is the Evaluation and Modeling Team, which is currently hiring a Health Scientist position which will be responsible for:
1. Plan, implement and conduct evaluation studies or projects to assess the impact of public health actions, or to improve the efficiency and effectiveness of public health programs and policies.
2. Evaluate and monitor public health programs, and provide substantive technical advice and consultation to national, state, and local health agencies.
3. Manage projects and facilitate coordination and decision making for a large cooperative agreement.
4. Develop effective data visualizations, logic models, performance measures and managing data. 5. Conduct and analyzing data using quantitative and/or qualitative methods ELC related projects. 6. Understands and communicate foundational public health principles, including health promotion, disease prevention and response, and social determinants of health.

Qualifications: |
Preferred Qualifications: Advanced evaluation skills and Master’s level degree in Public Health related field. Additionally, a qualified candidate must also demonstrate:
1. Experience using statistical methods and relevant software (e.g., R program, SAS, Python, SQL).
2. Experience with qualitative analysis and relevant tools (e.g., MAXQDA, ATLAS. ti, NVivo).
3. Experience developing surveys and conducting interviews, focus groups, or other related methods to carry out evaluation projects with various audiences.
4. Experience with project management. 5. Familiarity with state or local health department structure and work and/or cooperative agreements funding mechanisms for public health work.
