Position Description: The position reports to the Manager of Clinical and Data Administration. The contractual employee must be able to satisfactorily function with a high degree of independence and must be able to appropriately handle personal health information according to unit/division/agency policies and procedures. The employee must be able to act independently as a representative for the Ryan White Part B Clinical and Data Management team (CDAT).

The Virginia Department of Health (VDH) is seeking a highly qualified candidate for the position of Ryan White Part B Quality Management (QM) Data Specialist for the program’s client-level data system, Provide Enterprise, within the Division of Disease Prevention, HIV Care Services (HCS) unit. This position requires a thorough understanding of the Ryan White program as well as data elements of the client-level data system. A basic knowledge of the Ryan White HIV/AIDS program is essential (training will be offered if needed).

The work of this position ensures timely review of the Ryan White Part B unified eligibility assessments (UEA) for errors impacting eligibility for Ryan White and VA MAP Services; seamless coordination of the front-end data system used by the sub- recipients with the back-end data used by internal and external partners; through collaboration with the data team. This position will work in close collaboration with the Unified Eligibility Assessments (UEA) Auditor, supporting the weekly auditing of the Unified Eligibility Assessments (UEAs), as well as reviewing all queues maintained by the Virginia Department of Health Central Office data team, processing all the requests in a timely fashion, coordinating with external partners and internal team members when needed, improving functionality of the client-level data system aiding in the removal of barriers for clients to remain engaged in treatment.

In addition, the Data Specialist actively engages in data quality assurance and improvement by reviewing data for accuracy and completeness after entry by the sub- recipient sites, addressing issues noted in Quality Assurance (QA) reports; assisting team members with Provide Enterprise data cleaning, contacting other external partners (sub-recipients) when needed to resolve data discrepancies or data quality issues. The Data Specialist also assists the team in documentation or tracking of QA efforts, and/or update/review of training materials, reports, and forms.

Under supervision, the incumbent will: • Perform weekly audits of Unified Eligibility Assessments (UEAs) completed by sub-recipient sites to determine compliance with program and operation guidelines; • Record error data while reviewing UEAs so that other team members can compile to share with internal and external stakeholders; • Verify and record audit errors that have been remediated and compile error remediation data for internal and external stakeholders; • Review and process requests for client profile merges and open client requests from sub-recipients; • Access and monitor the VA Provide email inbox to address front-end technical support issues from sub-recipient users; • Coordinate the correction of addresses that are flagged as being incorrectly entered by sub-recipient site or via data import; • Ensures record and data accuracy for audit readiness and reports; • Communicate daily with sub-recipient sites statewide and following up to the resolution of any identified data-related issues and providing technical assistance as needed; • Review the monthly imports from CAREWARE and all other external imports, flagging any issues related to processing the imports from external stakeholders such as the CAREWARE sites; • Serve as support for data tasks related to the Virginia Medication Assistance Program (VA MAP) such as but not limited to; monitoring file exchanges with the Department of Pharmacy Services (DPS), management of Cerberus accounts, and maintenance of the VA MAP and Ryan White medication formularies; and • Maintain confidential client information in accordance with VDH/HIPAA policies and procedures.

Qualifications: • Education required: A High School Diploma or GED; prior data entry experience; • Education preferred: Bachelor's degree and/or comparable training and experience in health sciences, healthcare administration, health information management, biostatistics, epidemiology, public health, or related degree/area; and • Work 40 hours a week during regular business hours; adjust work hours, location, and job duties; and participate in training to meet public health business needs, including emergencies.

Additional Information: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess the following: • Experience maintaining databases, generating reports, and providing technical assistance to clients, health departments and agencies; • Knowledge and application of best practices and principles of data quality management; • Ability to follow instruction to and independently perform data analysis and various internal data audits as requested; • Excellent written and verbal communication skills and effective problem solving, analytical thinking, and organizational skills; • Proficient computer skills including Microsoft Office applications (Excel, Access, PowerPoint, and Word); databases, and data analytical software; • Proficient in the use of CAREWARE and/or Provide Enterprise in order to provide technical assistance to sub-recipient sites for HRSA required reporting; • Proficient in the use of electronic medical record systems such as Epic or E- Clinical Works to provide support to sub- recipient sites; • Two or more years related experience working with high-risk prioritized populations; • Strong interpersonal and communication skills (both verbal and written); • Strong attention to detail and the ability to manage multiple projects; • Knowledge and application of guidelines for HIPAA; • Skill in establishing rapport and having empathy with clients; • Ability to contribute to a team-based approach focused on patient care; • Knowledge of (or willingness for training in) the use of motivational interviewing techniques to encourage individuals to start and remain in care; • Demonstrates problem solving, leadership, conflict management, and team- building skills to ensure a productive work environment and achievement of goals; • Adheres to programmatic policies and procedures that relate to the operation of the Ryan White program; and • 22nd Century Technologies will address any disciplinary issues related to time and attendance or performance.
