Position Description: This position serves as the lead project evaluator for the PrEP Program, including the PS15-1506 Project PrIDE demonstration project, and will perform the following activities: design and conduct program monitoring and evaluation activities, including identifying performance measures, developing data collection tools, overseeing data collection, data analysis, and developing and disseminating project progress reports; develop and implement project quality assurance strategies; execute and monitor contracts and Memoranda of Agreement; maintain contract files; provide technical assistance and training to project contractors and community partners on program evaluation and data-informed program planning; monitor contractor data submission; prepare assigned portions of grant applications, progress reports, and other documents, as needed; make programming recommendations to DDP staff, project contractors, and community partners based on indicator outcomes and results; and assist the HPS Evaluation Coordinator with other statewide evaluation needs. This work includes the following: •Implement DDP 1506 Local Site Evaluation (LSE), as planned by DDP and approved by the Centers of Disease Control and Prevention (CDC), including: oManage data collection, as outlined in the Project PrIDE Local Site Evaluation (LSE) oCollaborate with external contractor to ensure that all aspects of focus group/key informant interview data collection are implemented according to the Project PrIDE LSE oSynthesize and analyze data from all data sources oCollaborate with DDP and community partners (i.e., CAB, Bridges 757 Learning Collaborative) to interpret findings, make recommendations, and disseminate findings oCreate final evaluation report oDisseminate findings in at least three methods •Ensure that all PS15-1506 LSE products adhere to CDC guidelines •Collaborate with federal partners on 1506 Cluster Evaluation (cross site evaluation of all CDC 1506 grantees’ LSEs) •Monitor contract performance measures and evaluate contractor activities for adherence to description of services and fidelity of implementation of interventions, and provide recommendations to improve program effectiveness •Collaborate with HIV Prevention Data Manager to create regular project reports for internal and external use •Statewide PrEP: create theories of change and logic model as PrEP expands; identify evaluation activities for statewide PrEP •Present evaluation presentations at internal and external meetings •Complete federal grant applications and reports •Assist HIV Prevention Data Manager as needed •Assist with other HIV Prevention M&E activities as needed •Attend annual CDC site visits (location: Greater Hampton Roads) •Attend annual CDC national grantees meeting (location: Atlanta, GA) •Attend monthly CDC Virginia-specific conference calls •Attend monthly CDC all-site conference calls •Attend weekly DDP 1506/1509 team meetings

Qualifications: Thorough knowledge of program evaluation, quality assurance, and analytical principles; public health theories, principles, and practices; HIV and STD prevention programs and principles; qualitative and quantitative data collection, management, and analysis methods. Strong communication skills (written and oral); computer skills (Access, Excel, Word, databases, and data management software) and interpersonal skills. Ability to conceptualize public health program logic models; communicate complex technical information to audiences; work with diverse populations; analyze and interpret data; prepare grant reports; conduct training and research; provide technical assistance; and make recommendations for program changes. Must possess a valid Virginia driver's license and be willing to travel. Advanced degree in public health, health education, or a related field preferred. Experience conducting or monitoring community level public health programming; providing training to adult learners; and working with a web-based program to capture and report data preferred. This position is a 40-hour/week contract position through CorTech, Inc. with no benefits. The selected applicant will be required to complete a criminal background check.
