Position Description: Chief of Party reports to URC’s Corporate Monitor. He/She works closely with USAID and the Government of Cambodia counterparts to ensure all program objectives are met in a high-quality and timely manner and that overall technical assistance provided by the program exceeds expectations and facilitates the long- term goals of the project.

Roles and Responsibilities:

Reports to URC’s Corporate Monitor. Works closely with USAID and main RGC counterparts to ensure all program objectives are met in a high-quality and timely manner and that overall technical assistance provided by the program exceeds expectations and facilitates the long-term goals of the project. Key roles and responsibilities include:

-Responsible for the strategic direction, overall coordination and management of the project; -Serves as the principle interlocutor and point person with USAID and key stakeholders within the Ministry of Health, partners, and donors and other government agencies in Cambodia as well as HQ team in Washington; -Ensures the program meets stated goals, achieve deliverables and reporting requirements in a timely manner; -Leads program management and implementation in coordination among various partners, and sub-recipients and/or contractors; -Provides technical leadership in the design and execution of program strategies and scopes of work and direct strategic planning to integrate and leverage relevant activities, including cross-cutting issues, in the main project areas/sites; -Works closely with the DCOP and other senior technical advisors to develop (update and adapt as needed) and executes annual work plans per contract requirements; -Ensures project staffing, structure and reporting relationships are aligned with project needs, local context and available resources; -With other key staff, manages and mentors the project team through regular check-ins/meetings, annual appraisals, supportive supervision, training, coaching and career development support; -Provides oversight over technical, financial, contractual, and administrative operations, including grants under contract. This includes working closely with project’s DCOP and Manager, Finance and Administration to ensure efficient functioning of project administrative systems and maintains adequate internal control; -Works closely with the Monitoring and Evaluation/SI Technical Advisor to oversee the development of the project’s knowledge management systems and ensures the timely delivery of high quality reporting, communication materials and deliverables. -In coordination with the Senior Malaria Policy and Technical Advisor, leads policy initiatives at the national level.

Qualifications: Required Experience & Qualifications

-A Master’s degree or higher in public health or equivalent; -At least ten years of experience in managing large, complex health programs in developing countries; -Experience and technical knowledge in malaria and/or infectious disease programming; -At least seven years of experience as a COP or senior manager of projects of similar scope and complexity, such as Project Director, Deputy COP or Country Director; -Experience and/or understanding of the Cambodian health systems context; -Ability to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; -Excellent English language skills and written and oral communication skills; -Strong strategic planning and diplomacy skills; -A proven record of excellent management, leadership, decision-making, and interpersonal skills to ensure internal coherence among diverse team members and sub-partners; -A demonstrated experience in maintaining strong relationships with partner government counterparts, donors, implementing partners, private sector and other stakeholders; -Experience working in Cambodia or another country in the Greater Mekong SubRegion will be an advantage.
