Position Description: Healthcare Staffing Professionals has an immediate need for a Place Outreach Manager (Program: Chronic Disease and Injury Prevention) to support projects within the Los Angeles County Department of Public Health.

Project Overview:

The PLACE Program (Policies for Livable, Active Communities and Environments) at the Los Angeles County Department of Public Health is seeking a dynamic and experienced Outreach Manager to lead community engagement to inform the development of Community Pedestrian Plans for five unincorporated communities in Los Angeles County. These plans will become part of a County General Plan document called Step by Step Los Angeles County: Pedestrian Plans for Unincorporated Communities. This initiative is funded by the California Active Transportation Program, and is aimed at promoting active living, enhancing pedestrian safety, and fostering community involvement in transportation planning.

The position will start immediately upon acceptance and employment clearance and is initially funded through 12/31/25 with strong potential for Long term extension.

Pay Rate-

$7,624/month salary

Job Duties:

Project Management: Work with the PLACE Project Manager and community-based organizations funded to conduct outreach (outreach CBOs) to develop and implement annual community outreach action plans for each pedestrian plan community. Convene and facilitate regular check-ins with the outreach contractors to monitor community outreach progress. Collaboration: Work with the outreach CBOs and Public Health field staff to engage with a variety of stakeholders including residents, community leaders, community organizations, churches, and businesses. Collaborate with Parks and Recreation staff to distribute information and engage community members at health fairs, festivals, and other community events. Community Engagement: In collaboration with outreach CBOs, develop and lead inclusive public meetings, workshops, and outreach events to gather community input, ensuring local concerns and feasibility considerations alike are integrated into the Pedestrian Plans. Support the outreach contractors in developing and facilitating Community Advisory Committees (CAC) in each of the pedestrian planning areas. Education: Work with the outreach CBOs to educate and train residents to speak with friends, neighbors, business owners, and decision-makers about the public health benefits of walkable and bikeable communities. Budget and Contract Oversight: Work with the PLACE Project Manager to manage the project budget effectively, ensuring resources are allocated efficiently to achieve project goals. Perform detailed review of monthly outreach contractor reports to evaluate compliance with the service requirement of the contracts and make adjustments as needed to improve the program and ensure timelines and deliverables are met. Reporting: Provide regular updates and reports on project progress to the PLACE supervisor at the Los Angeles County Department of Public Health, and other stakeholders. Minimum Qualifications:

A Bachelor's Degree from an accredited college or university AND two years of experience working with community members on active transportation related plans, projects, and/or public health programs; or A Masters Degree in urban planning, public health, or a related field from an accredited college or university may be substituted for one year of the required experience; and A valid California drivers license, proof of vehicle insurance; and Reliable transportation or ability to utilize an alternate method of transportation when needed to carry out job-related essential functions. Desirable Qualifications:

Proven experience managing public health projects. Experience conducting outreach in culturally and economically diverse communities. Experience using a variety of strategies to collect community input on pedestrian and/or bicycle initiatives. Experience speaking with community members about walking, bicycling, or other health- related topics. Experience planning and facilitating community workshops or meetings. Experience facilitating productive dialogue between groups with opposing views. Experience working with children. Solid understanding of the relationship between active transportation and public health. Excellent oral and written communication skills. Ability to speak and write English and Spanish fluently. Skilled in the use of Microsoft Office.
