Position Description: Job Summary

This position is in the DC Department of Health (DC Health), Center for Policy, Planning, and Evaluation (CPPE), Data Management and Analysis Division (DMAD). The incumbent in this position serves as an expert Statistician and data processing advisor for the Division as it relates to statistical work processes. The Data Management and Analysis Division is responsible for the collection, statistical analyses, maintenance, and dissemination of statistical data for human service delivery program components of the Department of Health. The incumbent is responsible for creating and maintaining statistical databases, which are further linked with other databases to create statistical profiles of the District’s population. The incumbent must have strong mathematical, statistical methods and analytical skills. Analyze data using statistical techniques, formulas and calculations and present statistical findings to management in reports. The Incumbent also provides technical expertise to program managers regarding issues of statistical nature.

Major Duties and Responsibilities

The incumbent serves as an expert Statistician and data processing advisor for CPPE as it relates to statistical work processes. The incumbent is responsible for creating and maintaining statistical databases using statistical software programs/packages, such as SAS, SPSS, Stata, or R, to ensure data quality and integrity by performing rigorous cleaning, error checking and validation. The incumbent performs electronic data linkages between vital records data (e.g., births, deaths, fetal deaths) and other program databases.

The incumbent conceives plans and conducts studies to evaluate health and social programs. Performs routine analysis of vital event data and other program data for weekly/monthly/quarterly/annual reports. The incumbent develops statistical standards, evaluates methods, monitors dissemination of reports, and utilizes business analytics tools, such as Tableau, to perform data analysis and visualization. Conducts research, develops and publishes annual reports to summarize the District's vital statistics, including mortality, morbidity, natality, and infant mortality. Assists in the development and deployment of internal and external statistical and management reporting. The Incumbent also provides expert technical assistance to program managers regarding issues of statistical nature.

Qualifications: Qualifications and Education

Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such a (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Individuals must possess at one (1) years of specialized experience equivalent to at least the next lower grade (12) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Based on the duties and responsibilities of this position, a minimum of a Masters degree in public health, statistics, epidemiology, or a related field, or an equivalent combination of education and/or experience in statistical analysis is strongly preferred.
