Position Description: Baltimore City Health Department’s (BCHD) viral hepatitis program is operated as a collaboration between BCHD’s acute communicable diseases program, clinical services, care linkage, and community outreach and harm reduction programs, in association with local, state, and national agencies and organizations. The Viral Hepatitis Program Manager manages the nonclinical aspects of the program design, implementation, and reporting. This position works closely with BCHD’s medical directors, the care linkage supervisors, funders, other BCHD programs, and external community stakeholders, and reports to the Director of HIV/STI Prevention. This position performs the following duties: • Coordinates the bureau’s viral hepatitis program activities across surveillance, acute communicable diseases, testing, care linkage, health education, harm reduction, community outreach, and clinical services • Ensures programs communicate well with one another with maximum efficiency in providing services, program planning, and data analysis • Performs needs assessment for Hepatitis C in Baltimore City and coordinates with internal and external partners on the implementation of the Baltimore City Viral Hepatitis Elimination Plan • Expands, and maintains the viral hepatitis testing program • Manages viral hepatitis-related grants and funding streams at BCHD, and completes grant proposals and reporting in collaboration with other program and fiscal staff • Develops the work plan, monitor, and manage the implementation of the hepatitis elimination plan, including working with the internal team to develop programmatic goals, performance measures, and quality assurance measures Baltimore City Health Department 1001 E. Fayette Street • Baltimore, Maryland 21202 2 • Collaborates with epidemiologists on viral hepatitis analyses, and develops and presents reports to internal and external stakeholders • Serves as the community liaison for viral hepatitis by gathering input on viral hepatitis activities from community stakeholders, including individual community members, community-based organizations, clinical providers, correctional facilities, substance use treatment centers, etc. • Supervises the work of staff, interns, or PHAPs assigned to the viral hepatitis program and work with BCHD’s IT team to address the bureau’s viral hepatitis IT needs.
