Located in southwest Washington, Clark County stretches from the north bank of the Columbia River to the southern shadows of Mount St. Helens. As a regional hub for transportation and commerce, Clark County is across the Columbia River from Portland, Oregon, and the Portland International Airport. The county is a vital player in a bi-state metropolitan area with a growing economy, an exemplary education system and access to high-quality health care, housing, transportation, parks and many other amenities. Clark County is the fifth most populous county in Washington with more than 511,000 residents. Clark County’s seat and largest city is Vancouver, which is the fourth largest city in Washington.

Clark County Public Health operates with approximately 186 FTEs and the department’s services are divided into four divisions: Communicable Disease Control & Emergency Response & Planning, Community Health, Environmental Public Health, and Administrative Services. The Health Officer program is intended to provide a unified and systemic approach to delivering regional health officer services to the local health departments serving Clark and other counties contracting with Clark. The Deputy Health Officer provides leadership across a wide range of public health activities through the regional health officer program, and provides consultation, public health and clinical leadership, and technical direction to the local health departments. Under direction from the Health Officer, the Deputy Health Officer plays a critical role in department activities through relationships with key entities, particularly the local medical communities in contracted counties, county boards of health, local, state and federal public health partners, the media and the public.

Education and experience: A license to practice medicine and surgery osteopathic medicine and surgery in the State of Washington, or the ability to obtain a license by time of hire. A Master of Public Health or equivalent degree, plus three years of increasingly responsible experience in public health, epidemiology, preventative medicine or a related area of responsible experience in public health, epidemiology, preventive medicine or a related area. Candidates with three years who do not possess a Master of Public Health degree or equivalent can qualify for a provisional term, subject to public health in-service orientation and periodic personal review by the Secretary of Health/designee. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be substituted for up to one year of the required experience. Course work and training in public health administration, public administration or a related field is desirable, but not required.
