Position Description: Premier Staffing Source, Inc. is accepting applications for or a long-term temporary assignment as an experienced Grant Manager for our client in Dover, DE.

The selected candidate will use their strong organizational and management skills to manage and evaluate outside grant(s) awarded to the Division of Public Health related to public health informatics, data systems, data modernization and other areas. The incumbent will coordinate a team who is working towards achieving grant milestones and objectives in accordance with policies and procedures. The selected candidate will write grant narratives, review technical grant documentation and manage grant-related budgets in accordance with established policies and procedures.

Use published grant documentation to write and review grant milestones, narratives, workplans, and other activities, create and maintain project timelines, assign tasks to team members, review submitted work for completeness and accuracy, and follow up to ensure tasks are completed correctly and on time Organize and conduct regular and ad hoc meetings with individuals and teams Report regularly on the team’s progress to the agency, grand administrators and other partners Facilitate progress reporting, using internal and external grant performance measures Conduct internal and external evaluation activities and collaborate with national partners on evaluation of the grant(s) Participate in relevant national organizational assessments Attend local and national grant-related meetings/webinars on behalf of the team, providing updates where required Understand public health informatics, data systems, and data modernization Required Knowledge, Skills and Abilities:

Outstanding written and oral communication skills Ability to independently write and review grant milestones, narratives, workplans, and other activitie Ability to present ideas and solutions clearly, concisely and effectively in oral and written for Ability to perform technical review of grant- related documentation and work with team members to revise documentation as required to meet grant milestones and deadlines Outstanding budget management skills Knowledge of the principles of budget analysis and administration Knowledge of budget management to ensure fiscal resources are optimized while adhering to policies and procedures Knowledge of the methods and techniques used in financial management systems analysis Knowledge of the methods and techniques used to compile, analyze and interpret financial data Strong interpersonal skills Ability to plan, assign, review and evaluate the work of team members Outstanding organizational skills Ability to manage timelines, tasks, meetings and necessary components to manage the grant(s )Knowledge of the principles, practices and theory of organization and management Ability to work both independently and collaboratively to achieve deadlines correctly and on time Ability to comprehend, interpret and apply the applicable laws, rules and regulations governing a program, division or department Preferred Knowledge, Skills and Abilities

Knowledge of the essential functions of public health Knowledge of public health informatics including methods of collecting, compiling and presenting health data Knowledge of data management and analysis using analytic and/or statistical tools Knowledge of public health surveillance including collecting, analyzing and interpreting heath data Knowledge of public health data modernization including enhancing or replacing legacy data systems

Qualifications: Job requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems, Public Health or related field. Three years experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures. Three years experience in planning, designing, developing, implementing and evaluating fiscal management studies. Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures. Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.

Six months experience in budget development which includes analyzing financial data and making long and short range plans and projections. Six months experience in narrative report writing. Six months experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
