Position Description: |
The LC is seeking a Program Officer to help conduct projects and research on pressing health policy problems, particularly related to financial incentives that reward the whole person and whole population health and health care. This person will have a Master’s level degree with three years of experience honing knowledge and skills in synthesizing complex information to facilitate collaborative leadership for progress. The Program Officer must have a keen sense of strategic decision- making, excellent interpersonal skills, exceptional writing abilities, familiarity with compelling issues in health policy, and a strong comfort level working in a fast- paced collaborative environment. The incumbent will help to manage one or more of the organization's projects, activities, and programs within the Value Incentives and Systems portfolio with minimal oversight. Incumbent applies in-depth professional-level knowledge and principles of health, health care, and biomedical science to foster collaboration and solve independently a full range of complex problems. The work is primarily intellectual, analytical, and managerial in character, requiring advanced knowledge. Assignments are broadly defined and require judgment, creativity, and flexibility to complete. The Program Officer will work closely with the Director, Senior Program Officer, and staff within the Leadership Consortium.
Essential Job Duties:
1. Project Development, Management & Administration: Assists in the development of program strategy. Ensures the program meets objectives. Leads working group calls and conducts workshops, forums, and other meetings including overseeing meeting logistics, developing agendas, inviting and participants. Motivates and manages a diverse group of staff and external consultants. May lead studies, research programs, grant programs, fellowships, etc.
2. Research and Writing Activities: Prepares background papers and technical summaries. Responsible for synthesizing and editing research findings and technical data. Facilitates and coordinates responses to review for the project/program publications. Manages the development of any additional written products connected to meetings. Conducts background research on topics for new studies, programs, or activities. Assists the Senior Program Officer in the writing of prospectuses and proposals for new and continued funding.
3. Communication and Dissemination: Creates and maintains materials, websites, and social media channels. Works with the communications team to plan communication-related activities for the project. Collaborates with the Senior Program Officer and manages the dissemination activities of the project. Represents the unit and committee within and outside the National Academies.

Qualifications: |
Required Knowledge, Skills, and Abilities: Advanced knowledge of policy issues in a related discipline. Strong program/project management skills. Ability to understand and share technical/scientific issues with diverse audiences. Ability to solve intellectual problems that are varied and complex using originality and ingenuity. Ability to operate using appreciable latitude for independent judgment and action. Ability to manage and develop projects. Ability to work successfully in a team environment and to form and maintain effective teams. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers, employees in other National Academies' departments, and external constituents through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of staff and constituents.
Minimum Education/Training Requirements: Master's degree in a related field or equivalent knowledge.
Minimum Experience: Three years of related professional experience. Demonstrated basic proficiency in conveying scientific/technical/policy information in verbal and written form.
Physical Capabilities: Ability to work at a computer for extended periods of time. Ability to travel.
Required Licenses, Certification or Registration: None.
Supervisory Responsibilities/Controls: Reports to Senior Program Officer. General direction is provided. Supervises project/junior program staff with minimal oversight.
Work Environment: Hybrid Office/Telecommute environment, expected onsite percentage 40%, with occasional travel between National Academies’ facilities and to off-site meeting/sponsor locations.
